The Changji Economic Circle has been proposed by Jilin Province in order to promote the development of the regional economy formed by the central city group,comprising the two cities,Changchun and Jilin,at the core.In this process,there has arisen the problem of water resources due to uneven spatial and temporal distribution,so the rational allocation of water resources has become an important underlying factor in promoting the coordinated development of the Changji economic circle.And the region is also facing the excessive exploitation of water resources caused by water shortage,as well as resource shortage caused by water pollution and the deterioration of the ecological environment.However,by only considering the problem of water resources allocation the demand for regional sustainable development will not be met.The water resources allocation,the demand for which has been incorporated into the ecosystem water,is still in its infancy at present.For different ecological water requirement estimation and considering the safety of principles and methods of research based on the functional differences between the water resources allocation of water resources being to improve.Therefore,it is of important theoretical and practical significance to put forward a set of rational ideas for the allocation of water and methods for maintaining a virtuous cycle in managing the ecological environment.This paper is based on the Chinese geological survey "Water resources reasonable allocation and water supply safety of Changji economic circle,China"(12120115032601),through the combination of field investigation and laboratory analysis,research,analysis and evaluation of water resources and change regularity,and starting from the relationship between supply and demand balance of water resources considering the ecological water demand,supply and demand are the problem of water.On the basis of water quantity,water quality evaluation,in combination with regional water and ecological demand,the joint surface water and groundwater water function area division,safety evaluation of water resources based on the results of water function area division.Finally,MIKE BASIN numerical simulation as a platform to carry out the quantitative research,based on principles of ecological priority,to social and economic sustainable development as the goal.Water resources distribution regularity,functionality,safety,were systematically considered,and then put forward the reasonable allocation of water resources plan.The main results are as follows:(1)Water resource evaluation:Using the nonparametric Mann-Kendall rank correlation method,wavelet analysis,LZC algorithm of coarse graining to analysis the trend of precipitation respectively,the changes of the value of periodicity,complexity analysis,its quantity decreased year by year,the main period is 10 years,the changes in the second Songhua River basin is the most complex.(2)The representative stations rainfall-runoff process calculation of surface water resources,supply method for calculation of groundwater resources.Calculated the annual average water resources from 1956-2013 in the study area,it is amount to 48.94×108m3.Prediction of water supply-demand balance of ecological water requirement:in water resource evaluation on the basis of the development of water supply and demand balance analysis,combined with the regional development and changes in the demand for water resources,to meet the different ecological environment water demand and regional development,and predict the different planning level years the water supply and demand,the water of Changchun city,Yushu city,Panshi,Yitong county will appear the phenomenon of water shortage,years of industrial production scale expansion is mainly caused by regional water shortage.(3)The water environmental quality assessment:using the improved Nemero index method is to evaluate the water quality of the environment,including total nitrogen,total phosphorus in the surface water,exceed the standard of Hg was different,the comprehensive water quality evaluation is from II-V.Groundwater chemistry type anion in carbonate bicarbonate,chloride type.Cationic type calcium,calcium and magnesium,and the comprehensive water quality assessment for grade?,?.(4)Water security evaluation based on water function zoning:according to the surface water,groundwater and water function area dividing standard of different norms,combined with the above water,water quality evaluation results,put forward the guiding ideas and methods of surface water,groundwater and water function zoning,using fuzzy set pair analysis model for comprehensive evaluation on water resources security.Centralized drinking water source area and industrial water source area facing the biggest security risk,decentralized water source area of drinking water safety in Jilin city due to the highest degree.The amount of water resources is more abundant,and the water resources safety is better than Changchun city.(5)The rational allocation of water resources:the establishment of a conceptual model of water resources allocation considering the social,economic and ecological development.With MIKE BASIN numerical simulation platform for conducting quantitative research,and puts forward three prediction scheme:?With the water supply benefit maximization scheme,considering the construction planning of regional water conservancy and water demand changes,the city of Dehui,Jiutai,Jilin city water shortage will be reduced by 5103.34×104m3,4204×104m3,1700×104m3;life,ecological using water for Shuangyang,Gongzhuling City,Nong'an and other administrative areas are all satisfied.?With the solution to ecological benefit maximization as the goal,in order to meet the balance of groundwater recharge,river water to meet the minimum ecological flow conditions,Dehui City,Jiutai,Jilin city industrial water demand average were reduced by 9257.82×104m3,409.51×104m3,2591.35×104m3.?With the goal is to maximize the economic benefits of the scheme,in the protection of life,based on the ecological water,adjusting industrial priority,users inDehui City,Nong'an,Jiutai,Changchun economic output will increase by 7.49×108 Yuan,35.98×108 Yuan,137.37×108 Yuan,300.73×108 Yuan.At the same time,the agricultural water of Jiutai,Changchun,Nong'an city will have a monthly average water gap of 233.55×104m3,256.26×104m3,19.86×104m3.Finally,it recommends to combine the first two schemes to achieve the goal about sustainable development of life,ecology,production in using water.
