Water is the sources of the lives,it bears triple natural attribute of nature-social-economic and "tertiary" (life, production, ecological) values. It is valuable natural resources for the survival, and it is one of the most active and extensively influencing control factor in ecological environment system. It is a part of the integrative national power and a measure to it; at the same time, it is also an indispensably strategic economy resources in modern society for agriculture and sideline.The distribution of water resources in China presents unevenly on time-space, and it presents a low exploitation and utilization ratio and unreasonable allocation. In such circumstances, in order to ensure the limited water resources that can support both contemporary social and economic sustainable development, without compromising future generations, we must strengthen the rational allocation of water resources research, and get the path of sustainable development. The paper mainly includes the following: Firstly it describes some backdrop and significance of rational allocation of regional water resources, and it products history and current theoretical study at home and abroad briefly.Secondly it introduces general situation of Guiyang city water resources and current situation of water supply and demand. Thirdly it introduces calculation and analysis method to area water supply and demand. It analyzes water need into three structure, life need and ecological need and production need, and taking Guiyang city as an example.Fourthly from the social,economic,ecological and water using ,it put forward rational allocation of water resources program comprehensive evaluation index system, and evaluated it by using artificial neural network comprehensively.
