With further reform and opening up and sustainable development of national economic, civil aviation as an important public transportation way has served more and more people instead of serving just high-end customers in the beginning. In the meantime, the market demands have gradually increased. However,by comparing with developed country, there is big lack in infrastructure construction of civil aviation industry especially airport layout in China. From the prospective of future development, there will be more and more projects about construction, reconstruction and extension. Because of high investments of airport construction projects, enormous environment influences, difficulties of constructing, great pressures to make sure the safety in the all processes, and also too much involvement of different agents, there are high risks about management of airport construction projects. The bad results can be great indirect loss and negative social effect except for the direct loss like other general projects. This paper conducts the research on risk management of civil airport construction projects.This paper proposes the necessity and meaning of the risk management of civil airport construction projects by reviewing the background of civil aviation construction,looking into the opportunities of development in the future, and considering the current situation of risk management of civil aviation both at home and abroad. By doing research on the theory of risk management, this paper develops ’six steps "management method in terms of the natures of airport construction management and the PDCA circle principles in the method of modern project management. This paper focuses on the risk identification and assessment of civil airport construction projects. It identifies the main risk factors in all stages of life cycle by comparing different methods of risk identification and taking practical expert investigation methods into account. This paper constructs thehierarchical structure and classification matrix of civil airport construction projects. It selects the best project plan based on the results of risk assessment of hierarchical analysis. By the example of risk management of Qingdao airport extension projects, it validates the good properties of hierarchical analysis in the selection of project plans. This paper also categorizes the project plans into different groups in terms of the risk weights of all indicators by using the ABC classification methods.This paper introduces the system management process into risk management of civil airport construction projects and identifies the risk factors by considering both of theory research and practical application. In addition, this paper, combining the qualitative and quantitative analysis, conducts the risk analysis and management by the example of airport extension projects.
