Water is basic natural resources as well as strategic economic resources, water shortage has to some extend blocked economic development and influenced the stability of ecology and environment, even brought about water affair conflict. The fundamental way out to settle water shortage is to efficiently allocate limited water resources under the principle of fair, reasonable and sustainable development. According to the commonweal, ecology and irreplaceable characteristic of resources, water resources allocation is a rather complicated process, which should not only satisfy basic demand of domestic water using, social stability, and environment balance, but also coordinate competitive water users of their benefits and goals to reach the most comprehensive benefits of water.Soil water has not been taking into account in the traditional water resources allocation, which, as a result, can't obtain efficient water using under water deficit situation. The traditional allocation object does not consider natural ecology system, which can't ensure water demand of natural ecology system. The analysis of water supply, water using, water consumption and water drainage is simply based on experience guesstimate, which could not ensure precision of the result. The traditional water resources allocation doesn't connect groundwater level with quantity of groundwater withdrawal; dissever the domino effect with water cycle, which can't reflect the evolvement of water resources, water cycle and ecology. Because of those limitations, the traditional water resources allocation can't guarantee efficient and rational water using in water deficiency area. The dissertation studies on generalized water resources rational allocation, takes Ningxia as an example, and brings the achievements to practice. The main content of the dissertation are as follows:1. Study on the Theory and Method of Generalized Water Resources Rational AllocationThe dissertation studies on the theory and method of water resources allocation, discusses on the connotation of water resources rationalallocation. The frame of water resources rationalallocation is set up. The innovative of rationalwater allocation are included as follows: Firstly, the object of allocation transforms from water in narrow sense to water resources in broad sense, which takes precipitation and soil water into consideration; Secondly, the range of allocation develops from simple artificial system to artificial and natural ecology system; Thirdly, integrated allocation of water quality and quantity is considered during the allocation process; Fourthly, the demand and supply...
