Water,the source of life,an essential factor of production and the foundation for ecological system,is closely relevant to human life,economic development and social progress.Water scarcity and deterioration of water environment are universal problems.China is a country short of water resources with uneven distribution both seasonally and regionally,and the distributed water resources usually can not match the local needs,especially in arid and semi-arid regions.Water resources are far from satisfying the economic and social development,even have greatly affected the sustainable economic and social development.Currently,the vigorous promotion of urbanization,the rapid growth of urban population and the continuous expansion of city size have increased the demand for water resources and caused water pollution and ecological degradation as well,making water resources the bottleneck of sustainable urban development.Developing a harmonious relationship between the water resources carrying capacity and coordinating economic and social development of the city will not only benefit the development of the urban areas itself but also affect the sustainable development of the surrounding areas.Therefore,taking effective measures to solve the contradiction between the needs and supply of water resources in the economic and social development to achieve a coordinated development has currently become an important issue needing urgently to be studied and solved.The following is the main content and results of this study:Firstly,form the aspect of the theoretical foundations,the writer made an comprehensive summary and elaboration of the concept,connotation,characteristics and influencing factors of carrying capacity of water resources and urban water resources carrying capacity,and basing on the study of sustainable development theory,resource and environmental economics theory and ecological economics theory,the writer put forward the theory of sustainable development as the guiding viewpoint in the study of water resources carrying capacity and the coordinated economic and social development of the city,and applied the viewpoint to the study from beginning to end.Secondly,having finished analyzing the relationships between the city water system and the economic system,the social system and the urban water systems,the urban ecosystems and the water resources system,the writer proposed an urban coupling system among water resources,economy,society and ecological system.Thirdly,taking various factors into consideration,with an innovate perspective,from the three dimensions of population,economy and ecology,the writer constructed the models of the urban water resources population carrying capacity,the urban water resources economy carrying capacity and the urban water resources ecological resources carrying capacity,and taking Mianyang City as an empirical study sample.Fourthly,the writer analyzed the mechanism of water resources and economic and social development of the city,attaching great importance to the interaction mechanisms of urban water resources and population,of urban water resources and economic development and of urban water resources and ecological environment;and constructed urban water resources DPSIR conceptual model which was based on the concept of DPSIR,and made quantitative analysis for five sub-models.Fifthly,the writer applied the concept of coordination degree to the evaluation of the degree of coordination between water resources and urban economic and social development and established corresponding index system.With the application of multi-objective decision analysis approach to an ideal solution sorting,the writer built a coordination degree measure model of economic development,environment and water resources system.Appling TOPSIS method,the writer measured the coordination degrees in 30 provinces,municipalities and autonomous regions of China of urban water resources,population,economy and environment form 2003 to 2012.Following the four regions in eastern,central,western and northeastern,taking time and regional characteristics into consideration,the writer made a comprehensive analysis of the difference and changing trend of the coordinated development between water resources and urban and social development.Meanwhile,according to the coordination distribution in terms of time and region,the writer gave the relevant improvement measures and policy recommendations.
