As is known to all, parks provide people with a new kind of public space that was born in the West of 19 th century. As the “heart of the city”, the new type of public space, has been quickly spread to all cities of the world in a century of time.However nowadays we can hardly find any city without parks all over the world.Therefore,parks are,as it were,an extremely universal “urban device”. Because of this, a hot wave of research on park history has been raised at home and abroad in recent years. Past academic circles' research on parks, however, basically stayed in the academic framework and scope of considering park history as an extension of the landscape history to discuss it, lacking of cultural sociology, history, culture and other more comprehensive survey and grasp under the macroscopic field of vision.The study firstly describes and briefly introduces rise and development of modern city parks at home and abroad. On this basis, from a new perspective of public space,the thesis tries to investigate its struggle and twists and turns, time significance in the course of opening up of Beijing parks in the period of Beijing Governmt of the Republic of China.At the same time, the paper mainly discusses the opening up has a profound effect on the urban social lives, and the characteristics of the Beijing parks, style and the existing deficiency, and it's concluded from this that :parks are not only indispensable “urban device” of every city, in the fact, they record the changes of urban society and a changeable situation of the era. In a word, parks are not only carriers of urban culture and a kind of system of realizing urban goal, but also embodiment of an idea.
