A Research On Taiwan NGO’s Overseas Participation 1987-2016

Taiwan issue,since 1949,has always been a sensitive,complicated and thorny problem which troubles Chinese government.As a result,Taiwan NGOs’ overseas participation has increasingly been the focus of both Taiwan local authority and Chinese central government and it brings difficulties and obstacles to the latter because the issue is unique,influential,invisible,sensitive,and intractable.Nevertheless,relevant studies in Chinese mainland can not keep pace with,in theory as well as in practice,the development of the issue and few explorations have done on it,especially from a historical perspective.Based on this background,the present research collects and analyzes the files and relevant documents(1987-2016),related to "Taiwan NGOs’ overseas participation",in the USA,Chinese mainland and Chinese Taiwan so as to provide a historical description of the issue.The research methods involve include literature interpretation,historical research and case study.It first clarifies the connotation and denotation of the "Overseas Participation",reveals the complexity of "Taiwan NGOs’ overseas participation",presents comprehensively and systematically the development course of Taiwan’s NGOs,and expounds the basic situation of "Taiwan NGOs’ overseas participation".Then,it follows perspectives of management science and politics to examine the driving factors of"Taiwan NGOs’ overseas participation".After that,it carries a case study to analyze,with detailed data analysis,the approaches adopted by Taiwan NGOs to its overseas participation,presents a full picture of "Taiwan NGOs’ overseas participation" and its subcategories,and illustrates the divergence/convergence between the proposed NGOs’and service-oriented NGOs’ overseas participation.It also explores Taiwan Meinung People’s Association,Taiwan Tzu Chi Foundation,Taiwan Medical Professionals Alliance and etc.to elaborate the complicated influences of "Taiwan NGOs’ overseas participation" on the societies inside and outside Taiwan island,the developing countries,international organizations,the developed countries and the cross-straits relations;and it reveals why and how "Taiwan Independence" organizations lobby outside to seek independence of Taiwan.Finally,the research offers some suggestions to Chinese mainland:on the one hand,Chinese mainland should be on guard against Taiwan authorities’ and Taiwan NGOs’ efforts to spread,with "NGOs","technology" and "soft power" as the carriers,"Taiwan independence culture" as a way to mislead the international community and to achieve a de facto "one country on each side";on the other hand,Chinese mainland should find out a good way to handle the issues related to Taiwan NGOs’ economical,cultural,and social interaction with their foreign counterparts and participation in non-governmental activities organized by NGOs around the world.The research is expected to have a better understanding of Taiwan authorities’ and NGOs’ideas and traditions in their overseas participation and is of enlightenment to Chinese mainland when handling those Taiwan-related diplomatic issues.It is also expected to offers a new way of thinking to handle Taiwan issue,to make accurate predictions and proper comments on the peaceful development across the Straits,and to improve innovatively and constructively their approaches.
