Study On The Formation Mechanism Of Political Order During China's Important Period Of Strategic Opportunity

For any political system, maintaining a good political order is the prerequisite for social and economic development and cultural progress. If there is no guarantee of political order, there is no development and progress, much less to improve people's quality of life. The political order which is achieved only through strong control power is actually a rigid one. It is impossible to achieve political order of self-regulation and self-balancing. The political order is still in unsafe and unstable state, even to induce dangerous subversive. A good political order is an equilibrium state of political life, which reflects the legitimacy of political domination, the suitability of political system and the effectiveness of national governance capability. In a certain sense the good political order requires not only mandatory role of public power, but also need more self-regulate and self-generate of political order to reach a balancing state. It is through the interaction of them to achieve self-regulation and self-improvement of political order, to resolve and resist all kinds of political risk, and to assure political security.This thesis mainly focuses on the issue of formation mechanism of China's political order during important strategic opportunities. To compared the important strategic opportunities in current period with that when it was just proposed, this thesis argues that on the one hand they are keeping continuity of internal logic and inheritance relationship of the times, and on the other hand due to the changes in both domestic and abroad socio-political environment, there is a great changes in the background, conditions and connotation. The changes in China's important strategic opportunities are both the results of changes of international economic environment and forced transformation of China's development mode. These issues shows that our country's political order facing a big challenge in the important period of strategic opportunities. Its complexity and uncertainty are more apparent. Firstly, international political and economic situation shows a more complex changes with the shift of international forces and reallocation of power resources. General order with local disorder may continue to occur. The risk factors will increase overall with the changes in the international environment and the pressure of the world economy transition. Secondly, under the bakcground of reconstructing a new international political and economic order, as the world's second largest economy, China will reposition itself and increase its responsibility in international system with its increasing right of discourse and promotion in international status.This will make China undergo more tests. The issues that never be highlighted or never be experienced will become the focus of conflict. Finally, with the rapid development of Internet and the evolution of international political and economic order, non-traditional security threats is rising and are intertwined with traditional security, and it has brought new challenges to national security. It will be more difficult to deal with international issues for internationalization of domestic issues and domestication of international issues and usually the issues interlaced and penetrated.The formation mechanism of Chinese political order in important strategic period needs three basic elements, which are political legitimacy, political systems and national capacity. Political legitimacy is the foundation, political system is the core, and national capacity is the key. To form the basis of political legitimacy it must consolidate political consensus, and form the value system of political order. The main aspects of political consensus are values consensus, reform consensus and interests consensus. Through political consensus to get political legitimacy, and it helps to form values mechanism of political order. Political system plays a fundamental role in the formation mechanism of the political orde. The appropriate political system is aslo an important factor. From the ought point of view, it reflects in mutual adaptation degree of political environment, development level of productive forces and economic basis in time and space. The nature of adaptive is the recognition of political system, the ability to adapt to the environment and the understanding of the system and execution. Therefore, the appropriate political system needs to focus on suitability, cohesion and autonomy. Through appropriate political system to improve anti-risk ability of political system, it helps to form the endogenous mechanisms and coordination mechanisms of political order. As a key element of national capacity, it mainly reflects in the modernization of national governance systems and governance capacity. It needs the support of modernization of various systems, and the main point is to handl the relationship between government, market and society, to enhance the level of institution, to improve governance ability and to maintain citizen orderly participation. From a practical perspective, China is in critical period of reform and development. In the process of economic and social modernization, it will face challenges and opportunities in the period of important strategic opportunities. So it needs not only to maintain a stable social and political order, but also to achieve a good and fast development of society. The fundamental way is to enhance China's international competitiveness, international discourse and international status. From the domestic aspect, it needs to further enhance people's confidence of reform through the consensus of value, reform and and benefits. Using appropriate to the political system to solve the problems of imperfect, unsuited and inefficiency institution, to realize value enhancement, structural optimization and functional enhancement of political system, and then to achieve modernization of national governance systems and governance capabilities. More importantly, the development policies and the practice of reform and stable since the18th Congress of Chinese Communist Party also provide a strong political guarantee to seize the opportunity in current important period of strategic opportunities.
