In recent years, food safety incidents occurred frequently, attracting attention from government, academic and industry to food safety issues. People are concerns about food security situation. "China's overall well-off index" surveys, conducted by Tsinghua University Media Research Laboratory, found that from 2012 to 2014, among the top ten most concerned issues, food safety topped the list for three consecutive years, more than corruption, price, income distribution reform and other social hot spots. The concerns on food safety embode the sharp contradictions between the pursuit of the high level of food safety for high-quality and healthy lifestyle with the development of economic and social, and high risk of food quality. Currently, food security is no longer just a food hygiene and quality issues, nor is consumer health problems, to some extent has become a social and political issues. Especially in the current economy of china has entered a new norm, economic downward pressure is still great, and variety of potential social conflicts are likely to be intensified in the period. So food safety may become a fuse leading to social instability. Therefore, under the expectations of the community's concern, food safety has become a challenge of government competence, the government's management and service. It is related to the major issues of social harmony and stability"Safe food is produced, rather than the regulation out." However, throughout the world, all governments make the supervision and prevention of food safety risk as the most important work. Chinese government also attached great importance to food safety, and has done a lot of work in terms of laws and regulations, regulatory system, monitoring system, etc. However, there is no absolute food safety. Even in developed countries, food safety incidents occurred, such as mad cow disease and beef adulterated in Britain, Campus "norovirus" virus caused by food poisoning in Japan, Food Microbiology pollution in US. However, the frequent occurrence of food safety incidents still shows that the current China's food safety regulatory system is not perfect. So, it is important to recognize the status quo, to clarify and improve the construction of China's food safety regulatory system which is facing difficulties and challenges, to draw on the useful experience of foreign countries, to build with Chinese characteristics, to improve food security level, to eliminate food safety incidents. It has become major issues that need to be addressed in theory and in practice. This is also the starting point and the research focus of this thesis lies.To address these important issues, then we need to address the following questions: What is the connotation and denotation of food safety regulatory system? How is Food safety supervision system in China to present? What are the main difficulties are? How to solve? What is worth learning experience abroad in the food safety supervision?This paper is divided into nine chapters. (1) Chapter I:Introduction. This chapter reviews the research status of food security and food safety regulation. On this basis, it explains the research emphasis and difficulty, research ideas and methods, also the innovations and shortcomings. (2) Chapter 2:definition of the concept and theoretical basis. This charpter defines the concept of food, food quantity safety, food hygiene and food safety. And combining with the historical process, it defines the meaning of the concept of food security. Then, combining with the theoretical analysis of government regulation of food safety necessity and rationality, and government regulation of food safety failures, it is laid a theoretical basis on government-led food safety supervision system that combines consumers, producers and industry associations into the food safety regulatory system. (3) Chapter III:food safety supervision system basis in reality. This chapter makes the current overall situation of China's food safety as logical starting point, based on the theoretical framework, and analyzes the main factors influencing the food safety regulatory system. (4) Chapter 4:Legal Dilemma of China's food safety supervision. This chapter reviews the history since the founding of the food safety regulatory law, summed up the constitution of the current regulatory system of law, combining with the actual analysis and research of the main problems of the current regulatory legal system that exists. (5) Chapter 5:plight of China's food safety supervision System. This chapter first reviews the process of change in food safety supervision system, analyzes the main problems of the current food safety supervision during the transition. Finally, it analyzes the main factors affecting food safety regulatory reform process. (6) Chapter VI:Dilemma of China's food safety supervision Institutional. This chapter makes food safety standards system, market access system and risk assessment system as example, analyzes the major dilemma facing by current regulatory regime. (7) Chapter VII:social dilemmas of China's food safety supervision. This chapter analyzes the necessity of food safety social cohabitation, studies the mechanism of social co-operation as well as the functions of the governance body, and finally analyzes the main problems existing in current social cohabitation. (8) Chapter 8:inspection on foreign food safety regulatory system. This chapter makes United States, European Union and Japan as case study, reviewes the evolution of food safety regulatory changes in the legal system and regulatory agencies. Chapter 9:policy recommendations. In the aforementioned study, this charpter puts forward a sound recommendations to improve our food safety regulatory system.
