In recent years,natural disasters,public safety,and other major unexpected events occur in China and even other regions of the world frequently,which threats seriously people's lives and property.In the face of emergencies,positive response has been the key to solve the problem,which makes the importance of research and development of emergency management and related decision-making system more prominent.After disaster,a large quantity of emergency supplies is needed to ensure the emergency rescue.The occurrence of unexpected events is accompanied by various uncertain factors.As a result,the rapid and effective emergency supplies transportation has become the most important in emergency rescue.In order to ensure the rapid delivery of emergency supplies to the affected area,it is necessary to take appropriate control measures on roads.However,the implementation of traffic control will bring interference for social vehicles to some degree.Therefore,it is of great significance to carry out the study on the emergency supplies transportation under traffic control.It can guarantee not only the rapid delivery of emergency supplies to the affected area within emergency time limit but also the minimum disturbance caused by traffic control,which could improve the efficiency and the benefit of emergency rescue.In this paper,the characteristics of roads and vehicle travel of emergency supplies transportation under traffic control are analyzed.Then,traffic control models based on single point to single point and multi-depot are developed to meet the target.Furthermore,an algorithm is designed to solve the model and the solution is obtained.Finally,the model and algorithm are analyzed and validated by the experiment.The main innovations and contributions of this paper are as follows:1)For the problem of single point to single point emergency supplies transportation,an optimization algorithm of traffic control scheme based on greed is proposed.This paper starts from the study on the single supply point to single affected point emergency supplies transportation under traffic control.The concrete control mode of each road section is considered.Traffic control for different time intervals is implemented on the road section.The optimization algorithm of traffic control scheme based on greed is proposed,and the emergency set time is as the upper limit.As a result,the traffic control scheme finally obtained will guarantee the delivery of emergency supplies to the affected area within time limit as well as minimize disturbance caused by traffic control.The experimental results show that the algorithm can get the optimal traffic control scheme.2)For the problem of multi-depot emergency supplies transportation,the optimization algorithm of traffic control scheme based on greedy ideas and vehicles waiting is proposed.In view of the huge consumption of emergency supplies after the disaster,the problem of single point to single point is extended to multi-depot.In the study of multi-depot,congestion caused by the reach of vehicles of multiple points at the same time occurs.Therefore,the optimization algorithm of traffic control scheme based on greedy ideas and vehicles waiting is proposed,and the First In First Out vehicle waiting strategy is employed to deal with congestion.The vehicle waiting scheme and the optimal traffic control scheme are obtained.In consequence,under traffic control,there is no congestion when vehicles of multi-depot arrive at the same point simultaneously.Meanwhile,not only the rapid delivery of emergency supplies to the affected area but also the minimum disturbance due to traffic control is guaranteed.The experimental results show that the algorithm has a significant effect on solving the problem of multi-depot emergency supplies transportation.This paper deeply studies the problem of emergency supplies transportation under traffic control.The model with realistic significance,the rigorous model algorithm,and the in-depth and detailed analysis contribute to the solution of single point to single point problem.On that basis,the problem of multiple rescue points is analyzed in detail,and effective solutions are put forward,which can provide scientific guidance and research methods for emergency rescue.Moreover,it can be widely used in disaster relief,military material transfer and other aspects,which has very important theoretical and practical value.
