In recent years, the government of China takes urban agglomeration as a significant strategy for national development. "The 11 th Five-Year Plan" of the Party Central Committee emphasizes on promoting urbanization with urban agglomeration as the subject form and "the 12th Five-Year Plan" further points out the "two-horizontal & three-vertical" urbanization development strategic pattern. Along with the acceleration of urbanization, the constant expansion of urban size and the high density of population and buildings, once important public safety events occur in the urban agglomeration, incomparable harms will be caused compared with other areas, and inestimable losses and damages will thus be incurred to the country and the society. Moreover, public security of related areas and sustainable development of the economic society will be seriously threatened, and a large nonlinear complex system will be formed since the diffusion and evolution process gives rise to multi-agent, multi-dimension and multi-factor interaction. Therefore, it is of great importance to realize rational allocation of urban agglomeration emergency resources, and the key issue is how to optimize the design of emergency command collaborative relationship.This topic is selected from "A Research on Systematic Integration Theories and Methods for Unconventional Emergency Technology" of the National Natural Science Foundation of China, which expounds urban agglomeration important public safety events emergency command and its components with the collaboration as the research object and the organization structure as the point of penetration, and on this basis studies the pattern framework and the realization path. Furthermore, the concept of important public safety event emergency command collaboration is revealed and three collaboration patterns are analyzed. Finally, the decision-making tree of urban agglomeration emergency command organizations is described and analyzed based on the design of the collaboration network, and a mathematic model is established specific to the decision-making tree. Through analyzing urban agglomerations in Yangtze River Delta and Pearl River Delta, optimized design is carried out for the relation between important public safety events emergency command of two urban agglomerations with the model and algorithm so as to realize effective collaboration between node cities.Through carding emergency command collaborative theory and defining urban agglomeration important public safety events and the concept of urban agglomeration important public safety events emergency command, components of urban agglomeration important public safety events emergency command are analyzed and the relation between these components is clarified.The pattern framework of urban agglomeration important public safety events emergency command is deeply analyzed, including urban agglomeration public safety events emergency command system and its components, on this basis, the realization path for urban agglomeration important public safety events emergency command is studied.Concept, features and components of urban agglomeration important public safety events emergency command collaboration are defined, and then three collaboration patterns are analyzed. The core problem is further pointed out, that is the study of network-based distributed emergency command collaboration. The author thinks effective collaboration between emergency command centers of node cities can be realized through establishing the optimization model of the emergency command relation.The decision-making tree of urban agglomeration emergency command organizations is described and analyzed based on the design of the collaboration network, the indirect external collaboration within these organizations and the overall workload are defined, and the design of urban agglomeration emergency command organization decision-making tree is thus described mathematically. Urban agglomeration emergency command organization decision-making tree is solved with Gomory-Hu tree generating algorithm, the complexity of the algorithm generation and the computed result are analyzed, and optimized design is carried out for the relation between important public safety events emergency command of two urban agglomerations with the model and algorithm through analyzing urban agglomerations in Yangtze River Delta and Pearl River Delta. The results show that the model and algorithm optimize the minimum collaboration between urban emergency command centers in urban agglomerations in Yangtze River Delta and Pearl River Delta; in order to realize the optimal collaborative relationship between urban emergency command centers and establish an effective emergency command organization systems, a new designing scheme for emergency command relation is developed.
