Research On The Collaborative Emergency Network For Urban Major Emergencies

The acceleration of industrialization and urbanization constantly promotes the expansion of urban population,scale and function.Cities gradually become an important carrier to promote sustainable economic growth and social stability,and play a core role in economic development and social progress.Meanwhile,with the development of urbanization comes the accumulation of various unstable factors.No matter the frequency or scale,the urban has become the gathering place of the emergencies,especially the major emergencies.Different from the general emergencies,most of the major urban emergencies are complex security problems,which are faced with complex environment and urgent tasks,showing the characteristics of vulnerability,derivation,chain and intersection.Once it breaks out,it will not only induce a variety of secondary disasters,but also seriously damage the normal life of people in the region,causing casualties and property losses,bringing many risk challenges to the economic and social development of the city,and the urban public security is also facing great challenges.However,the traditional emergency management relies more on a single government emergency subject,and the hierarchical top-down linear organizational structure and operation mechanism has been difficult to meet the high-efficiency needs of such emergencies.Multi-agent collaborative emergency has become an important symbol of effective emergency management.Multi-subject collaboration requires government organizations to fully absorb and encourage the participation of social organizations and private organizations,actively allocate and integrate emergency resources and information of each subject,and finally form a network emergency organization structure with government organizations as the core and social organizations and private organizations actively responding and supporting.Research has showed that network emergency organization structure is an effective institutional arrangement to deal with major urban emergencies.Therefore,this paper is devoted to the research on the composition,relationship,structure and evolution of collaborative emergency response network for major urban emergencies.First of all,the paper defines the connotation of collaborative emergency network for major urban emergencies.Referring to the existing research results,this paper defines the connotation of urban major emergencies and collaborative emergency network.Furthermore,on the basis of combing the theoretical system of complex network,using the ideas of game dynamics analysis,topological analysis of complex network structure and dynamic analysis of complex network evolution for reference,this paper constructs the research framework of this paper,which mainly includes the analysis of the composition of collaborative emergency network for major urban emergencies,the networks analysis of collaborative emergency for major urban emergencies and simulation analysis of the evolution of collaborative emergency network for major urban emergencies.Secondly,the paper analyzes the network structure of collaborative emergency response for major urban emergencies.On the basis of combing the emergency mode,formation principle and elements of collaborative emergency network,this paper uses synergetics theory and game theory for reference to analyze the formation of collaborative network of urban major emergency from the point of network formation and the game relationship between the constituent nodes,which provides a theoretical basis for the analysis of the topological structure of collaborative emergency network of urban major emergency.Thirdly,the paper makes a static analysis of collaborative emergency network for urban major emergencies.The research on the collaborative emergency static network of urban major emergencies mainly includes the measurement of network structure and network relationship.For the network structure,the paper analyzes the overall network structure,sub-network structure and individual's position and role in the overall network by using density,centrality,structural hole and other indicators;for the network relationship,the collaborative emergency network is divided into three categories: command transmission,resource flow and information communication.The exponential random graph model of social network analysis method is used to explore the three types of network relationship,the interaction between two networks and the impact of organizational attributes on the network relationship.Fourth,the paper makes a dynamic analysis of collaborative emergency network for major urban emergencies.In order to further explore the characteristics of the development and evolution of the collaborative emergency response network for major urban emergencies in different time stages,this paper studies the collaborative emergency response network from a dynamic perspective.Based on the actual emergency process,Jiangsu Xiangshui 3.21 accident is divided into three stages by using time slice.The structure,function and positionof the collaborative emergency network are analyzed,and the stage dynamic characteristics of the collaborative emergency network of urban major emergencies is deeply understood.Fifthly,the paper analyzes the evolution process of the collaborative emergency network of urban major emergencies.In order to master the development and evolution law of the collaborative emergency network of urban major emergencies more clearly,this chapter constructs the collaborative emergency network model of urban major emergencies,and analyzes the whole process of the development and evolution of the collaborative emergency network of urban major emergencies from the aspects of initial network scale,initial network structure,number of leading nodes,and participation proportion of subordinate nodes by numerical simulation.Sixthly,the paper proposes the recommendations to construct the collaborative emergency network for urban major emergencies.This chapter expounds the optimization countermeasures of the collaborative emergency network of the major urban emergencies from four aspects: optimizing the structure of collaborative emergency network,improving the relationship of collaborative emergency network,paying attention to the dynamics of collaborative emergency network,and improving the operation mechanism and guarantee system of collaborative emergency network of the major urban emergencies.
