bureaucratization of regional elites alienated ethnicity and twisted the policy of central government under the framework of Chieftain system.And at the same time,Official-appointment system mainly denied the ethnicity and made the policy of central government useless,which could not guarantee the output of performance.The regional national autonomy system,as a system of modern democratic governance,broke down the social pattern of traditional national oppression and established modern governance framework with democracy and law.However,the imbalance of ethnic development and diversity of ethnicity resulted in lots of problems in the output process of legitimacy reproduction of public governance in ethnic regions.The basic ways of public governance legitimacy reproduction in ethnic
