A Study On The Group Events In The Ethnic Areas Of Yunnan From The Perspective Of Multi - Centered Governance

Yunnan is located in the southwest frontier of China, it’s a multi-ethnic, multi-religious collection of ethnic province. Because of its special geography environment, ethnic and religious situation, there are some significance mean and value in the overall situation of maintaining social harmony and national stability in border areas, as well as promoting national unity and development. In the past decade, due to various reasons, both the number and the frequency of mass incidents in Yunnan nationalities regions was rise up. Not only harmful consequences of "passive stability maintenance- emergency action" mode taken by local governments to settle mass incidents in the past gradually revealed but also marginal utility diminished. Meanwhile, self-serving act of government in the governance process can not eliminate, and distortions allocation of resources case that social stability maintenance costs continue to increasing, on the other hand, it was also difficult to tackle the problem.Today, in the condition of Communist Party of China(CPC) and the central government constantly improve the level of governance and promote socialism with Chinese characteristics. To achieve tackle the issue of mass incidents in ethnic regions, government, organization, market and citizenship must keep realism attitude, based on objective scientific research and understanding of national regional group events, share responsibility to build social harmony and stability in a long time. Therefore, we can resolve mass incidents from fountainhead, to early warning and prevention of group incidents, standardization of governance processes, guide groups to maintain their rights in institutionalization way, to protect legal behavior of groups that they express intention and opinion. Reducing the impact that irrational behavior of the group to the normal social order. Sequentially, build a harmonious society and keep the ethnic regions permanent stability is common responsibilities that subject of multi governance must take.The first part of this paper is an introduction, including research background and significance means, focus on theoretical concepts related to and define the boundary of research subject. The second chapter there are a lot of statistical data to show some real situation of mass incidents, summarizes current problems arise under governance model. The third chapter show some successful experiences, using polycentric governance perspective to analyze the reasons of the current governance weak point. Finally, based on the above, the last chapter proposes some methods to governance mass incident in ethnic areas, by government leading and diversified main-body involvement model to dealing-with and finish.
