This paper, taking seven communities of Wulan Town of Otog Banner in Inner Mongolia as examples, investigating the problems of community governance by the methods of questionnaire survey and face-to-face interview. After a series of detailed analysis of the collected data and a systematic review of related literature of home and abroad,we examined the reasons contributing to these complex issues deliberately, and then proposed the suggestions of related policy and solutions.The paper consists of four chapters except for introduction and conclusion.The first chapter defines the term ’ethnic region’, ’small town’ ,and ’community governance’.The second chapter introduces the current situation and its achievements of Wulan Town.The government set up comparatively sound community management, improved public basic facilities gradually, established a community service team, and creates a series of methods to manage the communities.The third chapter points out the problems and reasons for community governance in Wulan Town.They include an imbalance of public financial investment,insufricient autonomous ability of community committees,an unstable community service team,and citizens’ little interest to partticipate in public affairs, and the slow development of other autonomous social organizations.To improve the community governance in ethnic regions,the fourth chapter offers some solutions and policy suggestionS,governments should properly play its role of "the main public service provider",community committees need fulfill their all autonmous functions actively, strengthen community service teams through various ways,cultivate the citizens’ awareness of participation,and guide the community autonomous organizations to develop healthily.
