An Study On The Equalization Of Basic Public Service In Western Ethnic Regions

Abstract:From2000to2010, it is ten years of western development, and also ten years of implementation of "10th "and "11th five-year" plans. In these ten years, the Party Central Committee and the State Council have attached great importance to the development of Western regions, and the government has forced the improvement of poverty-stricken areas with the market, which launched a series of policies and measures to promote the development of Western regions. All of these make the economy of Western areas, especially ethnic areas, obtain fast development, and people there get more benefit. After years of unremitting efforts, the basic public service level of Western ethnic regions also achieves breakthrough improvement, people’s living standards improve obviously, and urban appearance changed greatly. But due to natural, economic and historical factors, the basic public service of Western ethnic regions has got fast development, however, there is still a large gap compared with the Midwest, especially in the areas of nine-year compulsory education quality, public health quantity, basic transportation facilities. It requires the central continue to implement and strengthen the policy inclination in Western ethnic areas, accelerate the economy construction of local government, and pay attention to the disadvantaged groups. With these policies the basic public service of Western ethnic areas may achieve the relative equal with the Midwest, thus realizing common prosperity harmonious society situation.The main theoretical basis of this thesis is the theory of public service and justice, and the mainline is to realize the equal basic public service of the Western ethic areas. It also clarifies the scope of Western ethnic areas and some concepts of the basic public service and equalization of the areas, and the necessity of equalization. After the clear understanding of the basic condition and current achievements, the thesis pays attention to discuss the existing questions of basic public service equalization, and then analyzes the reasons. In the end of the thesis, the author puts forward some advice to improve the speed of equalization and tries to find out the effective paths to promote the equalization of basic public services in Western ethnic areas.
