Government performance management has become a hot topic in public management. As a management method and tool, it can supervise the government behavior, and improve the government performance, and then shape the government behaviors, and promote the government reformation, which is valued and supported by the governments all over the world. With the implementation of the target responsibility system of government, Chinese government and public organization performance evaluation system and its construction also caused extensive attention, however, our government performance management business in the initial stage many local government performance evaluations from beginning to end is still in use traditional work report, inspection and identification of evaluation model. The reason for this phenomenon is the lack of a scientific government performance evaluation system, especially the lack of scientific performance evaluation index system. Therefore, in the new historical period, explore a new mode of government performance evaluation method, and get reasonable, scientific and normative performance evaluation system has important significance on promoting the public sector management system innovation and improving the level of public sector performance management during the 13th Five-year plan. The "balance" concept of balanced scorecard and Chinese 13th Five-year plan has internal consistency, inherent characteristics of the strategy implementation and performance management in parallel at the same time, effectively solves the traditional performance management "dislocation" problems exist in the performance management and strategic objectives. Therefore, it is of great importance to the government performance management.This paper aims to build a new model of government's performance management, through the development of government macro strategy map to promote the functions of the government sectors in daily operation, in order to balanced multi-dimensional appraisal target, find a meeting point in a focused and balanced development and promote the ability of government departments to perform their duties as a whole. In the structure, this paper starts from the theoretical basis of government performance management, then clear the connotation and meaning of government performance management, then summarizes the current domestic and foreign government performance management of the new concept, management tools and practices to explore, then analyzes the balanced score card of the performance management tool in the feasibility of the use of the Chinese government. On this basis, in detail elaborated discusses the government performance management system design based based on Balanced Score Card. Then, a strategic map of the performance management of government departments in our country is established, and breaks through the traditional balanced score card four dimension model, established in China based on the five dimensions of public sector performance management index system. In the performance evaluation, the mathematical calculation method is used to evaluate the performance of five sub dimensions, so as to determine the overall performance level of the organization. Finally, the Wuhan Local Taxation Bureau performance original samples is used for empirical research, with a view to provide practice and exploration to Chinese law enforcement departments.Through the research, this paper argues that balance scorecard management can be used in Chinese local government, especially uesd in the those administrative law enforcement departments performance management. However, in the specific design, it can not just copy the original system, but adjustment and perfection according to the local government law enforcement departments need, adjust the four dimensions to five dimensions to adapt to the new situation our government "one of five" macro development strategy. In the written parts of index setting, comprehensive queen questionnaire method, fuzzy comprehensive evaluation method,weight assignment and process of performance evaluation, hierarchical analysis method, and other research methods are used to ensure the rationality of the conclusion of the study. In short. Balanced Score Card is can be used as a performance management tool with advanced management idea, using its maturity will provide a strategic management framework for the public sectors of our country, and it will be help to our country government function transformation, building a "service-oriented government", a "conservation oriented government" and a "learning type government", helping government process upgrading and bringing real leap of administrative efficiency.
