| After entering into WTO, China has faced an unprecedented challenge in various fields such as politics, economy and culture and became integrated with the usual international practices. As a result, the quality of governmental department administration is increasingly demanding. It is high time that our government administration involved more professions and specialization. The performance management in governmental departments therefore became the core issue which relates to the ability of management, level of administration and efficiency of implementation. Civil servant system acts as an important component in governmental public right structure. And civil servants, who always stand in the forefront, are the embodiment of governmental right. They are both producers and executants of governmental policy. Hence, to build a high-efficiency operating mechanism, enhance government's social management level and improve the quality of public service will inevitably lie on the performance management of our government. In order to improve social management and public service of all levels of our government rapidly, it is of great significance in both theory and practice to establish a scientific and effective performance management system in governmental departments.Along with the"New Public Management Movement"launched in western countries in recent years, some of the foreign governmental departments are trying to introduce BSC (Balanced Score Card) into strategic performance management system so as to better governmental departments'performance. However, the adoption of BSC in China is still at initial stage, especially in the area of performance assessment & management of our government. This article will improve performance management system of a civil administration bureau in some district based on analyzing its existing problems by using advanced concepts and tools. With the help of comprehensive application of BSC (Balanced Score Card) and KPI (Key Performance Indicators), the performance target of this civil administration bureau has been disassembled step by step, from top cadres to civil servants. A scientific and standard performance target system is then produced. At the same time, the effective implementation of performance management system has been ensured through improving performance management process, providing supportive plan for information system and building some relative institutions. As a result, not only the enthusiasm and caliber of civil servants, but also the efficiency and public service of our government will definitely be improved. |
