Since 1990s,government departments in China had tried exploring new models of Performance Management,Promoting reform of government performance and improving government administrative efficiency construction.The office of the streets is regard as the link between superior government and people,which means that the level of performance management not only influence the work,task and the result of government,but also affect the degree of satisfaction of residents in the area.As a result,more and more attention has been paid to it.This paper is based on the summary of concepts of government performance management,the tool of performance management and application of balanced scorecard at home and abroad in the management of government,a more detailed introduction and analysis of the status of the TH Street office and performance management problems have been shown in this paper,Which mainly including:lacking of integrity,existing subjectivity,showing neutral trend,lacking of evaluation of external people,neglecting communication and feedbacks of communication and feedback and other problem.Then,combining with the real situation of TH Street office,utilizing the optimized design of Balanced Scorecard of TH Street office performance appraisal system,constructing the strategic map,designing a new index system,using AHP to give the weight of each indicator.At last of the paper,detail analyzing is given to show the application of the performance appraisal results and the guarantee mechanism,in order to provide a strong institutional support for improving the management of TH street offices.
