The Game Between Citizen Discourse Power And Government Power On The Internet In China

The Internet has developed more than 20 years in our country. During this period, our citizens and the government have carried out dialogue and interaction actively and constructed new social power relations through the Internet.They play an important role in the political progress and social development in our country. Conducted in the category of the Cyberpolitics, with the citizen's discourse power and the government power on the Internet in our country as the object of study, through the analysis of 92 public opinion events on the net in the past and 63 applicable laws and regulations in our country, this paper does a research on the aspects such like the evolution course of the game, the methods and the results of the fight to each other, the trend in the future and the suggestions for citizens and government to work better in the game.The paper tells, in the past twenties years, the Internet has empowered both the citizens and the government. The citizens have obtained the discourse right and have had the power by the discourse practice on the net so that they have took challenge to the power of the government and have reconstructed it to a certain extent. The government has strengthened the political power and has maintained the political authority further by regulating and using the Internet, and its regulation of the civil discourse and the society has became more and more comprehensive and detailed. In the process of the increasing on the both kinds of the power, the game between the power of the civil discourse and the power of the government has been exsiting. From the perspective of the history of interaction, after the first two stages-preparing respectively in the original time and working together in the early time, the game appeared significant increasingly and the both of the power adapted each other and adjusted in time for looking for the right place in the last two stages-struggling against each other in the middle of the stage and building up stability jointly in the late time. From the way and result of the interaction between the two sides, the performance of the each side appeared different. In the absence of the power of the government which is called "the window period", by the use of their subjective and objective advantages, the citizens colleceted their power rapidly through the hot issues on the net and played an important part in both the solution of the event and the change of the power of the government. In the face of the rise of the civil discourse power, depending on the existing real political authority, the government established and implemented the system to defend and consolidate the power by means of the double way-managing the civil discourse strictly on one hand and taking use of the Internet actively on the other hand. Back in the past, look forward to the future, in the development of our country, whether from the nature of the network society or from the realistic demand of our country's development, the civil discourse power and the power of the government will still be two important forces in the society and the game should be a cooperative game. In order to achieve the ideal type of the game, the government and the citizens should adjust by themselves. The government should pay more attention to the protection of the rights of citizens and guarantee the legitimacy of their own power. The citizens should strengthen the autonomy of their discourse on the net and improve the rationality.This article has Introduction and six chapters. On the basis of paying close attention to the current development of Internet in our country and collating the relevant research of the domestic and foreign, Introduction mainly makes a general introduction to the research background, the research meaning, the contents and methods of the paper and so on. By reviewing the evolution and summarizing the characteristics of the civil discourse power and the government power since the founding of our country, the first chapter shows the historical background that the game of the civil discourse power and the government power on the net depends on. The second to the forth chapters show concretely the game occurred between two kinds of power. At first, the second chapter reveals four processes of the interaction since the internet was introduced into our country 20s years ago, and points out the specific time period and evolution course of the game. Secondly, from the perspective of "challenge" and "regulation", the third and the fourth chapters manifest respectively the performance and the achievement of the civil discourse power and the government power in the game. The fifth and the sixth chapter show ideas and suggestions to the game in the future on the basis of history and reality. The fifth chapter firstly clarifies the inexorable trend that the game between the civil discourse power and the government power will be a cooperative game. Then, in the sixth chapter, some methods and paths are also put forward to both the citizen and the government to improve their practice.
