After the collapse of the Soviet Union new independent subjects of international relations were established in Central Asia.The young sovereign states with rich strategic natural resources became drastically significant in geopolitical and geoeconomic dimensions.Nowadays,the Central Asian region(CAR)became an arena of competition between different global powers interested in the development of its potential.The Central Asia traditionally was the area of Russian influence for several centuries,trade links was under the stable control of Moscow.Disestablishment of the Soviet Union pointed out that priorities of foreign trade of Central Asian states are changing,Russian influence weakening due to several factors:the lack of seductive high technologies for CAR states,abatement of financial support from Moscow,political motives for new CAR leaders,who was trying to strengthen positions availing multivector foreign policy,natural resources exporting oriented economies became rivals in global markets,high cost of Russian goods,low-quality logistics etc.Dynamic changing epicenter of international trade from historically Russian to the East partners,first of all,China,gives an obvious argument for deep research of new page of development for Central Asian countries.Since the establishment of diplomatic relations with the countries of CAR,China purposefully committed to the integration processes in political and economic interaction with these young states.The Shanghai cooperation organization is one of the effective instruments of Sino-CAR cooperation in the wide specter of spheres at the moment.The CAR countries consider China as global political and economic power that is capable of balancing the influence of other major international actors in the region.These states also see China as a real ally against threats for regional stability and sustainability for their ruling regimes.In economic terms,China is an important investor in oil and gas industries of CAR states,the value of investments is constantly growing.The rapid development of trade and economic relations between China and Central Asian countries,especially in framework of the SCO segment,testifies that current situation in “China – CAR” dialogue is on the good friendly level.In this regard,it can be noticeable that the relevance of the interest of Sino-CAR relations is determined not only by the magnitude of the SCO,but also the specificity of its evolution from the mechanism of coordination of border security measures to multitask international organization with diversified patterns,aimed on the solution of many problems of its members,particularly,through their economic co-development.Unfortunately,the effectiveness of economic integration processes within the organization is still low and currently this process is on the beginning stage.There are relevant legal aspects that obstacle the development of Sino-CAR economic cooperation under the SCO.Actually,the future development of the organization and its efficiency depends on multilateral decision-making on upgrading legal bases that will have the ability to be unified in future and will “really” promote economic cooperation between member states.
