The importance of Salary system for enterprise development is obvious. Most companies put the salary on the first position in order to attract talents. But in China's government department, the salary system has many problems that its construction is not as important as companies. With the advance of Chinese political reform and <Civil servant Law>which has been polished in 2006,the Chinese government began to realize the importance of civil servant salary system. How to compete Chinese civil servant salary system is not only related their benefits but also affect the service quality and working efficiency of the public departments. This is important for stabilizing civil servant group, encourage their working attitude.Since 80's last century, Chinese scholars began to research China civil servant salary system. Up to now, although they got many results on this topic, but it is short of systemic. There is a consciousness mistake during the research time. The theory structure gets behind the human resource practice .In this thesis, I focus on Chinese civil servant salary reality and investigate the problem deeply. Base on the developed countries'experience ,I integrate the Chinese civil servant situation with company boardband salary construction, the detail suggestions as below, First, reinforce the law construction of Chinese civil servant. We should pulish < civil servant salary law>as soon as possible in order to make civil servants salary have law to comply with.Second, Progress government organization flattened. This is the basic for boardband salary construction, meanwhile , it will decrease the cost of administration. Third ,establish the core position for performance indication in civil servant salary system. The most important to construct civil servant salary system is to complete its performance indication system.Forth , Resolve the internal pay equity to provide the implementation of broadband soil. Prerequisite for the implementation of broadband pay is not emerged as the industry and the monopoly of power between sectors resulting gap. Solve China's internal pay inequities civil service is a prerequisite for the implementation of broadband salary.Last , Via research China's civil service pay system, combined with the use of broadband salary in the enterprise, the successful experience of designing a broadband line with China's civil service pay model.
