Civil service reform is a complex and systematic project that needs to go through a continuous improving and developing process, in which civil service pay system makes an important component. Therefore, we must keep reforming and innovating to achieve its perfection and development. Civil Service Pay equity is the key to the civil service pay system, as well as civil service system reform. Exploring the realization of civil service pay fairness path must be planned under the correct leadership of CPC Central Committee, as to grasp the scientific direction for it.In this article, with integrated use of literature, statistical and comparative analysis, we expand a study from the perspective of the theory and practice of China's realization of the civil service pay fairness path, with a aim to provide theoretical reference for China's current civil service system reform. The article includes three parts of an introduction, a conclusion and a text that is divided into three chapters. The introduction discussed on the significance of this research, outlined the study status quo in China and overseas, explained the study methods we took in it. The first chapter of the text delivered the exploring history of China's civil service pay fairness since the foundation of new China, and made an objective evaluation in conjunction with the prevailing historical conditions, summed up the results of the reform on the civil service pay system, and more importantly apperceived some deficiencies in our current civil service pay system. Then the second chapter, aiming to eliminate the deficiencies in it, by learning civil service pay system unfair status quo, got the conclusion that our civil service pay is not fair. As its features are: firstly, external unfairness, the civil service pay rise failed to adapt with economic growth, and the average pay of civil servants is at a low level; secondly, internal unfairness, the payment difference between diverse positions and standard levels is too small, coming into being a dual wage structure and also the gap between different departments and regions is widening; thirdly, individual unfairness, the human capital investment income of civil service is relatively low and for the civil servants, the correlativity between their salaries and output was quite weak. In order to achieve fairness on China's civil service pay, we must stand on China's basic national conditions, under the guidance of "the Civil Service Act", upholding the principle of distribution according to work, fully learn the successful experience of reform from developed countries and take a gradual reforming path. Confirm civil service pay through scientific standards, establish balanced comparative mechanisms to achieve external fairness on civil service pay; standardize the civil service wage structure and intensify the state controlling strength to achieve the internal fairness of civil servants payment; by gradually introducing scientific performance payment mechanism to achieve the individual fairness. At the same time, in order to consolidate the fruits of civil service pay system reform, we also need carry out a series of supporting reforms, mainly the construction of ecological administrational environment, the institution of civil service management, as well as the improvement of the overall quality of civil servants.In this article, under the leading ideology of "harmony" and "fair" that the CPC Central Committee advocates, we strictly implement the "Civil Servants Act". Take the chance of the fifth reform of civil service system, have a useful exploration on civil service pay system.
