With the construction and consummation on the Chinese Salary System of Civil Servant, scholars have increasingly pay more attention to compensation management of public servant. Civil servant's salary system is the most sensitive link in civil servant's system, it is an important field studied in manpower resources management too. Civil servant salary science that system establish rational to concern civil servant one's own survival and development not merely or not, and all have extensive influence on national politics,economic and social development. For attracting talents and setting up honest and high-efficient civil servant's team and guaranteeing the normal running of government's system, there are very important meanings in setting up the salary system of civil servant with rational science. As the setting-up of market economy is perfected, and every reform is to the depth promotion constantly, especially every constant to deepen and talent implementation of strategy of reform of personnel system, the limitation of the current civil servant's salary system of our country and structural contradiction are conspicuous day by day. Start with study salary relevant theory of system, this thesis have investigated the evolvement and development of civil servant's salary system of our country, the methods of demonstration and comparison are adopted mainly to study civil service's salary system, also have carried on analysis to the current salary system of civil servant which existing problem of short of performance-oriented, quite large gap between the industry and regions, difficult to compare the level of the salary with the employees and so on. Base on the comparison of the salary system of the civil servant in some countries, from the principle basis of the system of the salary, management of multi-track salary system, comparison system of the salary, the achievements incentive system, a lot of respects, such as strengthens the salary adjustment mechanism, consummates salary system which is non-competitive as well as the official salary system which related necessary management measure, etc have proposed the imagination of reforming Chinese civil servant's salary system on and the suggestion.
