Minority culture is the sum of the material culture and spiritual culture created by all the members of the nation. For the whole group, culture is a spiritual refuge for the national flag and soul; the individual, culture is the code of conduct code and value identification and follow. In a nation, culture is the fundamental force to unite the national consensus and promote the development of the nation. In the outside of a nation, the culture is an important basis for the identification of the ethnic composition and the determination of the national identity. Therefore, the inheritance and development of the culture is a basic right enjoyed by the minority nationalities.Culture is a product of the social practice of human beings themselves, and remains changing with the social practice. Practice is the unity of time and space, while time and space are not only the soil cultivating the culture, but also the mechanism of cultural changes. In the wave of the population mobility and urbanization, the minority cultures cannot exist in their own time and space any more, while exchanges and conflict between different cultures become more and more frequent. More importantly, with its state authority the urbanization policy brings a profound change to the traditional time-spatial structure in which the minority cultures forms, survives and evolves. This paper argues that there are two ways of urbanization of ethnic minorities:one is the active formation of the national urbanization, is the result of different ethnic groups to adapt to society, self selection.The other is the construction of the national urbanization mainly through policy formulation and implementation of the creation of ethnic minorities into the city's conditions and environment. Before a minority members spontaneously embedded into the city by individual or small groups of the society in a way is to construct the policy of national governance in order to achieve specific political goals and implementation, such as poverty alleviation project, reservoir resettlement. From a practical point of view the policy construction of urbanization by way of large-scale immigration of ethnic minorities moved into the city, and local demolition of ethnic origin, under the government plan to construct a new life space. In contrast, the impact of this approach on the change of traditional culture of ethnic minorities is more thorough, completely subvert the social production practice of the time rhythm and space. Including the national language, clothing, architecture, festivals, religion, ethnic cultural phenomenon of the disappearance of a large number, but the national consciousness but with complicated ethnic relations and frequent City ethnic relations presented two differentiation trend, which is unprecedented and excessive weakening coexist. At this stage, these two kinds of situations are obviously not conducive to the development of China's harmonious and stable ethnic relations.Guided by the nationality theory of Marxism and with Yunqiao Community, a minority migrant community as study object, the author investigated the formation process of the time-space structure of Yunqiao Community and the daily production and life of Nasupo (a branch of Yi nationality) who migrated to Yunqiao Community. The author explored the role the policy plays in the reconstruction of time-spatial structure in the community, and presented what the Nasupo feel in the new time-spatial structure, what they think about their own traditional culture, and how they realize their own cultural consciousness, cultural option and cultural practice in the game of all kinds of forces when they're experiencing the contradiction and conflict between the time-spatial structures of traditional village and modern city. The investigation proves that the state-driven urbanization marks the change of time-spatial structure occurred during the transformation from traditional village to modern community with obvious characteristics of policy construction. From the empirical study of Yunqiao Community, the minority cultures have changed dramatically, profoundly, especially in the time-spatial change of policy construction, and the changes manifest as both the "desymbolization" of the external cultural characteristics and the "pervasiveness" of internal cultural anxiety of the minority cultures. To certain extent, the case study of Yunqiao community has a universal value and significance in current wave of urbanization. Finally, the author concludes that, in order to promote the harmony of urban ethnic relations and to enhance the cultural self-confidence of all ethnic groups, the leading role of the advanced culture of socialism with Chinese characteristics should be adhered for the prosperity and development of the minority cultures, and that effective guidance and strong support in policy construction should be provided for the regeneration of the traditional cultures of the minority peoples in the time-spatial reconstruction dominated by the state power. Then the common prosperity and development for all nationalities could be achieved, and a strong spiritual incentive could be cohered for the great rejuvenation the Chinese nation...
