By analysis on the objective, principal and media system in the grand tourism system, tourists are the principal part, whose behavior produce a direct effect on the development of tourism industry, so the study on tourist consumers is a necessary and important matter on the tourist exploitation, planning, management and marketing and sustainable development.Xinjiang tourism is in the period of fast development. It have been defined as the supporting industry by the Xinjiang Government, hence it has becoming more and more important to study the tourist consumers motivation, regulation etc. however, contrasted with corresponding theories internationally and domestically, resource study in academic fields has been greatly noticed in Xinjiang, especially on the discussion of resource general investigation and development plans and exploitation. Great loss has been led to in tourism because the planning of many scenic region bases only on the resource condition and market scale, but lack of development direction, contents, scale, scheduling and demanding analysis. So the difference of tourists' behavior and their needs must be paid attention to in the tourist resource exploitation and marketing development scale.This thesis used the tourist subjective systems as research aims, analyzes the tourists' behavior and synthetically studies on the temporal and spatial distribution regulations of tourists as well as marketing and management strategy.In the practical values, some academic instructions try to be supplied for development of tourist resources, tourist planning program, development of tourist products and routs design. And some scientific bases are provided for the tourist enterprise and Xinjiang macroscopical strategic management as well.The data of this thesis, which are both authority and betimes, are the statistic data supplied by the almanacs of Xinjiang Statistic Bureau, Xinjiang Tourism Bureau and selected investigating sampling data of tourists in different scenic spots and some travel services. The data are rectified and evaluated by the means of analysis, integration and classifying.From the point of theoretical methods, Wilson model, Statistical techniques are used to study the data, which analyze the characteristics and regulation of temporal and spatial distribution of tourists. Grey model are used to predict the tourists behavior. The primary content includes seven parts on the temporal and spatial distribution analysis of tourists' behavior:1. The spatial distribution regulation of international and domestic tourists in Xinjiang.2. The recreation Activity Space analysis of tourists.3. Xinjiang regional tourists' distribution model.4. The temporal distribution regulation of tourists in Xinjiang.5. Seasonal alteration analysis of tourists' behavior.6. Exponential analysis of tourists' seasonal alternation.7. Prediction of tourists.Through analysis and discussion above, some conclusions are summarized:1. Highly centralized distributed, spatially and temporally. 2. Similar spatial and temporal distribution. 3. Stabilized change in many years.4. Continuous growing trend of Xinjiang tourism.Based on above analysis, this thesis provides some suggestions on Xinjiang tourist development.1. The deepened development should be regarded in the resource exploitation. Elite product and multiform products should be brand-making produced to attract tourists and to lead the tourists equally distribute in Xinjiang. 2. Take measures to exploit the winter tourist product, thus the inconsistency of over-use in summer and under-use in winter of tourist resource can be alleviated.3. The tourists' demands must be paid attention to in the tourist exploitation and planning. Tourist products with features should be produced according to different demands.4. The management system should be set up in accordance with fast growing development. The marketing management should be paid more attention to than the resource explointion.
