Comparative Study Between Chinese And Western Consultative Democracy

The theory of deliberative democracy originated in the west.In the late twentieth century,the theory of deliberative democracy came into being for reflecting on the representative democracy which was dominant at that time in the west.Although the theory of deliberative democracy was first raised or revived in the West,the practice of deliberative democracy is in China-the political consultation system has been in China for more than 60 years.China's socialist theory of democratic democracy is a combination of China's new democratic revolution,the practice of socialist construction in China and traditional Chinese culture,a strong testimony of the Chinese Communist Party,the democratic parties and the community working together and discussing the state affairs.China's socialist system of deliberative democracy is the inheritance and development of Marxist democracy theory and the flower of democracy in the soil of Chinese revolution and construction.The deliberative democratic system,under the leadership of the Communist Party of China,has witnessed the course of democratic development before and after the founding of new China,and is in line with the socialism with Chinese characteristics.From birth,establishment,to development,deliberative democratic system with the cause of the new China shared with the same interest,and brought together the most power for the socialist revolution,socialist construction.In order to explore the suitable consultative method for Chinese revolution and construction,under the leadership of the Communist Party of China,the democratic parties and the community,revised and improved China's theory of consultation and democracy,and applied it to social practice according to the Chinese revolutionary practice after several explorations.In the social practice of China's revolution and construction,the theory of deliberative democracy of socialism with Chinese characteristics has been continuously improved and adjusted.Finally,deliberative democracy and electoral democracy are two important forms of socialist democracy in China,which has become the consensus of academia and political life.After 18 th Party Congress,the Communist Party of China placed more emphasis on the construction of socialist democratic politics.The 18 th Party Congress first proposed to improve the socialist system of democratic consultation.This system requires "to promote the extensive and multi-level and institutionalized development of consultation democracy.We should consult extensively on major issues of economic and social development and practical issues involving the vital interests of the masses to enhance consensus and enhance synergies”.(1)The Third Plenary Session of the Eighteenth Central Committee made it clear that "Deliberative democracy is the unique form and unique advantage of our socialist democratic politics".(2)As we all know,the theory of deliberative democracy originated in the west in the late 20 th century.So what is the consensus and divergence between China's deliberative democracy and the western,and what is the unique mechanism and evolution of China's deliberative democracy? How to promote the extensive,multi-level and institutionalized development of China's consultative democracy on the basis of drawing on the theory of democratic democracy in the West is an area that must be deepened in the study of democratic research.In the paper,through the comparison of the deliberative democratic system between China and the West,I hope that the paper can provide some useful enlightenment for China to promote the deliberative democracy of socialism with Chinese characteristics,and some theoretical reference for deepening the study of the deliberative democratic theory of socialism with Chinese characteristics.To this end,the paper focusing on the topic through the combination of theoretical analysis and empirical analysis,the combination of history and logic,Interdisciplinary and other methods proves that the theory of deliberative democracy in the west can be transplanted into our country and applied to our country.It is more important to explore the consensus and divergence between China's deliberative democracy and the western deliberative democracy and the superiority of the deliberative democratic system with Chinese characteristics through the comparison between Chinese and Western democratic system and to provide theoretical support for promoting the "extensive,multi-level and institutionalized development" of democratic system of socialism with Chinese characteristics.The paper is divided into six chapters in the structural arrangement:The first chapter is the introductory part.It introduces the background and significance of the "Comparative Study of Chinese and Western Consultative Democracy";the current situation of research on Chinese and Western consultative democracy;research's ideas and methods of the paper;the innovation and shortcomings of the paper and lays the foundation for the full writing.The second chapter discusses the basic connotation and value of deliberative democracy theory.This chapter starts from the theoretical system of deliberative democracy,defines the basic concepts covered by the deliberative democracy theory,and discusses systematically the basic connotation of deliberative democracy,the main features of deliberative democracy,the operation mechanism of deliberative democracy,the relationship between democracy and electoral democracy,the theory and practice value of deliberative democracy,and the different understandings of deliberative democracy theory.This chapter is about the basic research,which provides important theoretical support for the subsequent chapters.The third chapter discusses the theory and practice of China's deliberative democracy.The deliberative democracy with Chinese characteristics is the crystallization of the political wisdom of the Chinese Communist Party and the Chinese people.The Communist Party of China(CPC),combining the Marxist theory with China's concrete reality,together with non-party people,founded China's deliberative democratic system in the early days of the War of Resistance against Japan.Since then,under the leadership of the Communist Party of China,the deliberative democracy of socialism with Chinese characteristics,from the embryonic form to the establishment and improvement of the deliberative democracy system has gradually become the unique form and advantages of China's socialist democratic politics,and the important manifestation of the party's mass line in the political field,and an important part of deepening the reform of political system in contemporary China.The fourth chapter discusses the theory and practice of Western deliberative democracy.At the end of the last century,many countries and regions in the world have emerged the practice of deliberative democratic system after the rise of deliberative democracy in the West.Deliberative democracy is not only an integral part of the basic political system of some countries,but also provides effective support for the improvement of its basic political system itself and public policy.Moreover,the deliberative democracy also provides a broad imagination for the self-solving of public affairs and the development of democratic lifestyles in the process of local governance.Chapter 5 Comparison of consultative democracy between national system and local governance.This chapter introduces systematically the theoretical basis of the practice of consultative democracy,consultative democracy at the national system,and consultative democracy at the local governance.On the basis of this,the paper first compares the nature of the consultation,the scope of consultation,the main body of consultation,the system security of Chinese and western consultative democracy at national system level and some revelations brought about by the comparison;secondly,I compare the commonality and difference between Chinese and Western consultative democracy in the local governance level to provide hopefully some useful enlightenment for China to promote basic consultative democracy of socialism with Chinese characteristics.Chapter 6 Comparison of Chinese and Western Consultative Democracy.In the 1980 s,for reflecting on the representative democracy which was dominant at that time in the west,the deliberative democracy theory,a paradigm of democratic theory,came into being.Thus western deliberative democracy has its own specific problem consciousness and theoretical system.The Communist Party of China(CPC),together with non-party people,founded China's deliberative democratic system combining the Marxist theory with China's concrete reality in the early days of the War of Resistance against Japan.The practice of negotiating democracy-the political consultation system has been in China for nearly 70 years.Since the beginning of the new century,especially after the "18th National Congress of the Communist Party of China",research on "deliberative democracy of socialism with Chinese characteristics" has set off a boom in China.As a political theory and institutional arrangement,the deliberative democracy has become an important part of the socialist democratic politics with Chinese characteristics.Therefore,based on the basic connotation and characteristics of the theory of deliberative democracy,the understanding of different factions on the theory of deliberative democracy,the practice of consultation democracy,the theory and practice of Chinese and Western consultation democracy,This chapter will systematically elaborate the commonness and difference between China and the West in consultation democracy,and on this basis,elaborate the advantages of Chinese consultation democracy to show the superiority of the consultative democracy of socialism with Chinese characteristics on the political basis,system security,procedural mechanism,democratic mode,etc.,and provide reference for learning from and absorbing the positive factors and successful experiences of the Western consultative democracy.In summary,the deliberative democracy of socialism with Chinese characteristics is a democratic political path in line with China's national conditions,which founded by Chinese Communist Party combining Marxism with China's reality in the process of China's revolution and construction.The deliberative democracy of socialism with Chinese characteristics has gradually become the unique form and advantages of China's socialist democratic politics,and the important manifestation of the party's mass line in the political field,and an important part of deepening the reform of political system in China after 70 years.From the comparison of Chinese and Western consultation democratic system to explore consensus and differences of consultation democracy,It is obvious that Chinese consultation democratic system has a clear comparative advantage,which provides a reference for the positive factors and successful experiences in the theory and practice of Western consultation democracy and theoretical support for promoting the "extensive,multi-level and institutionalized development" of socialism with Chinese characteristics.
