Research On The Construction Of A Deliberative Democratic System With Chinese Characteristics

Since the reform and opening, the structure, pattern of interests, ideas have changed in various degree. So Chinese traditional governance model is clearly not adapted to this change. For this reason, the party's eighteen Third Plenary Session clearly stated that " promoting national governance systems and governance modernization. " As an important form of democracy, Deliberative democracy has a combination of democratization legalization and rationalization. Based on this understanding, this article attempts to modernize the governance perspective on the theory and practice of deliberative democracy with Chinese characteristics construction system research. The paper is divided into four parts besides introduction.The first part is related to discuss Chinese Characteristics consultation democracy and governance modernization. This section discusses the deliberative democracy, deliberative democracy system and the scientific connotation of Chinese characteristic deliberative democracy system. Analyzing the value orientation of Chinese characteristic deliberative democracy system and building principles and also analyze the origin and meaning of governance were analyzed. It elaborated governance modernization of the content and features.The second part is about the necessity and feasibility of the process of modernization of national governance. On the necessity, this paper mainly discusses three points: strengthen the construction of democratic consultation system is an important way to perfect the capacity of national governance and expand the orderly participation of an important guarantee analyzed. About feasibility, this paper has a high degree of consistent value targets from deliberative democracy and governance modernization, both of which recognize the structure of a pluralistic society, the basic conditions for the birth of modern governance Deliberative Democracy System Construction three aspects were analyzed.The third part is based on the system of the national bottlenecks modernizationwith Chinese characteristics Perspective of Governance Consultative democratic development. Deliberative democracy with Chinese characteristics development system bottlenecks includes consultative body doesn't plays enough role in democratic shortcomings, and the content of deliberative democracy is not regularized,deliberative democracy program is not perfect.The fourth part is based on strengthening the path of Deliberative Democracy System Construction Considerations which discusses the modernization of the national Perspective of Governance. In order to better strengthen consultation building democratic institutions, mainly from the main deliberative democracy into full play the role of science to define and regulate the content of deliberative democracy, deliberative democracy to further improve the program and other aspects were discussed.
