Historical Logic Of Marxist Theory Of National Governance

The Third Plenary Session of the 18th CPC Central Committee has opened the historical process of the modernization of national governance,in this context,to understand and grasp the characteristics of "national governance" in its politics,history,stage,system and legitimacy,to question closely the history and logic of Marxist "national governance",to explore the law and trend of the socialist country governance,which are all the urgent tasks to build socialist theory in the new period.Different with epidemic foreign concept of "governance" and "good governance",the"national governance" emphasizes governance dominated by our party and country.Its fundamental purpose is to improve and to develop the socialist system with Chinese characteristics,to accelerate the improvement of country's system of governance and management capabilities,rather than to nationalization."National governance" means the people are led by Communist Party of China according to law,science,democracy and effectively rule based on the sense of improvement and development the socialist system with Chinese characteristics and its discourse system.In essence,it's different with Chinese traditional rulers to govern the country;In value orientation and political opinions,it's different from western governance theory and proposition."National Governance" of CPC follows the Marxist national theory logic,and organically combine political domination with social management.In nature it is the operation process of the normalization and the restriction of power,also it is a system arrangement of governance power and the main structure.On the target,"National governance" not only needs to coordinate and to alleviate the social conflicts and contradictions in order to maintain a certain social order but also needs to pursuit the sustainable economic development,furthermore needs to promote social fairness and justice and happiness of people's livelihood.The ultimate target is to achieve free and comprehensive development.In a series of famous works such as "Criticism on Hegel's Legal Philosophy","The Communist Manifesto","The Civil War in France," "Critique of the Gotha Programme","The Origin of the Family,Private Property and the State"," The State and Revolution " et cetera,Marxist classical writers have criticized the capitalist society governance system and its Practice;put forward ideas of socialist country governance order,objectives and governance mode;proceeded the theoretical exploration and summary based on the Paris Commune and the Soviet Russian Revolution to the construction practice of socialist national governance.After the October Revolution,Lenin and Stalin have taken a series of political and economic reforms to enrich the content of the governance of socialist countries,to expand the Marxist theory of the national governance.Due to historical reasons,governance model of totalitarian had formed which left a profound experience,lessons and enlightenments to the contemporary Chinese national governance.New China's governance practice experienced two nodes include the period of reform and opening up in 1978 and the period of the Third Plenary Session of the eighth.It has been formed from a totalitarian national governance mode to the development of national governance mode and finally to the harmonious national governance mode after three historical stages developing.Each mode has the social and historical environment formation background and theoretical features,which leaves us the extremely important theoretical enlightenment.After the third Plenary Session of the 18th CPC,the introduction of policy "Promoting the modernization of national governance systems and governance capacity" marks the party's governing and national governance into a new stage."National governance" is not only a strategic goal,but also is the work methods of cadres at all levels.And a series of related important speeches from general secretary xi,as the latest achievement of Marxism in China,and a guide with many new historical features in the great struggle,are our party governing principle under the new historical conditions and our cohesive forces,powerful ideological weapon to overcome difficulties.From Marx and Engels,Lenin,Stalin to Chinese Marxism,the Marxist "national governance" presents different theoretical logic in different times.In terms of power transformation,it has experienced the evolution from "rule","management" to "governance" in general;In terms of governance rights,it is from the "dictatorship of power","technical power"to "institutional power";In terms of the governance of subject and object,it is from single subject to multi subject,from single object to multiple object,resources and social relations,;In terms of governance goal,it is from "order" to "people-oriented";In terms of governance mode,it was from the "rule of man","rule of virtue" to "rule of law";in terms of the governance mechanism,it is from the "campaign style governance mechanism" to "institutional governance mechanism";in terms of the governance structure,it is by a single structure to the multi-level comprehensive transformation.Construction of national governance in the future must be based on Chinese actual situation which contemporary China is the largest developing country but it will be a long time in the primary stage of socialism;must be required to grasp the correct direction of governance firmly;must be built the collaborative governance;must be strengthened the rule of law logic;must be cultivated the cultural foundation of it;must be abandoned western experiences and lessons of it;must be built the platform of the deliberative democracy.People should not simply judge or evaluate if it's modernized only with western culture standard and people need to respond and solve problems in reality in the process of the socialism.
