The Change Logic Of The Standing Committee System Of The National People 's Congress Under The View Of Historical Institutionalism

The National People’s Congress Standing Committee (hereinafter referred to as“the NPC Standing Committee”) is a permanent organ of the National People’sCongress (hereinafter referred to as “NPC”) and the supreme organ of state powerwhen the NPC is not in session, and plays an increasingly important role instrengthening socialist democracy and socialism legal construction. Therefore, thestudy of the development and changes of the NPC Standing Committee and itsevolution logic system is of great historical, theoretical and practical significance.Based on the actual conditions of China, this thesis attempts to analyze the mainfactors affecting the institutional change of NPC in the view of institution origins andchange by historical institutionalism. The thesis concludes that the institutionalchange of NPC occurs through the objective stimulation of the historical circumstanceand is highly effected by the old system and the dominant role of the actors. Logicalframework of this thesis is as follows:Part I: Introduction. Firstly, explain the importance and necessity of the NPCsystem changes logic; secondly, combed academia basic research on the status of theNPC system changes; On this basis, noted academics currently on the NPC lack ofinstitutional research; thirdly, this thesis studies the NPC Standing Committeeconsidered both from a historical point of view the system, or from the point of viewin terms of theory and practical level, has great significance and value; fourthly, thebasic thesis involved concepts such as system change in three variables made a simpledefinition; Finally, the research methodology and analytical framework in this articlegives a brief summary.Part II: historical institutionalism view of institutional change. Elaborate systemof historical institutionalism change theory, including its core essence positioningsystem, the system’s origin and change.Part III: Changes in the NPC system logic. From the point of view of theoreticalanalysis of institutional change, development and changes of the NPC system isneither a pure sense of structure and function as a result of lack of coordination, nor isthe pure sense of the ruling powers of the NPC Standing Committee containment anddistribution the cause of, nor is the simple meaning so-called “rule of man” factors ledor damage caused by the system, but not the general sense “system space” and “realspace” does not match the result.
