Study Of Logic For Chinese Visit And Letters In The Perspective Of Historical Institutionalism

It is Chinese visit and letters that is the activity of governance in domestic context,which should be taken as people's visit and letters under the leadership and arrangement of the state.Nowadays in 21th century,this kind of activities can both be described as the phenomenon in society and a concept in academic study.As one kind of phenomenon,visit and letters can be dated back to people's work during the construction of revolutionary regime under the leadership of the CCP in 1920s and 1930s.As the concept,the study can been always found in many disciplines like history,law,sociology,politics,public administration and so on.The main tendency in these years can be seen in the microscopic perspective of policy and individual activities in realistic background.Microscopic and individual style is rooted in the methodology of Anglo-American sociology,and the characteristic of individual interest of systemetic economics,in which many separated cases has been seen in studies of visit and letters,and the target of these studies is to grasp the core of logic just in one case.We can not deny that the cases can be diversed,but the phenomenon of visit and letters,as we see,is integrated in national and social governance,which can not be separted from the basis of historic tradition.In hence,the study can not be trapped in the microscopic perspective,and the path of history and totality should be taken as the logic.In other words,the logic of history and totality is the core of study.So historical institutionalism is made as the objective of study.The development of this perspective is on the basis of critique against paradigm of emphathy like behavioural science,and the characteristic can be summarized in three paths.The first is the basis of time and space in history in that social phenomenon is put in total but not framented pattern,and the sense of history is seen in the arrangement.The second is the apparent word of state,which can be found in latest historic sociology which is affected by historical institutionalism,in which the word of state is brought as the core of history in the evolution of social demand,and this path is the key to overcome the obstacle of 'Only Society' in study of functionalism.The third is to seek the continuity and evolution of path in history like the path dependence and point of inflection.This path is put forward to describe both the existence of tradition,the reform and new elements in the time and space.When we are back in the theme of visit and letters,it is not hard work to find the alike study is not blank,but these kinds before can not be taken as the real practice of historical institutionalism because of 'index but not use' while the perspective is just marginalized by others,so the real core is not brought in study.Both the lack and the value to further the study is meant in this obstacle.It is historical institutionalism that can be taken to find out the path to construct the total line and evolution of domestic time and space.The key is to contruct the basis of concept of visit and letters in the perspective of historical institutionalism within the theme of study and the context of China.To begin with,visit and letters can be comprehended as a path of governance.Visit and letters is no doubt the goverance with the step of foundation of the PRC and reform,which is seen in many aspects of social expression and answer of state.Next,the description of historical insitutionalism should be futhered in domestic context.The easiest way is just to 'print' but not really absorbing this perspective.On the contray,we should make the perspective diversed and innovated in our context,and the basis of perspective is rooted in the combination of paradigm in other countries and domestic context.Last but not least,the core of visit and letters is the root of study in visit and letters,and this core is not only the key to make historical institutionalism clear,but also the way to triumph over the individual and microscopic obstacle.The origin,baisis,evolution and root in the series of social affairs will be apparent only in the way of wiping out complicated things outside and seeking the basic dimension of visit and letters.Why can visit and letters exist,and why can't we describe it as the work to just deal with people's value.The study of theme can only be made possible to seek the tradtion and the link between tradtion and current phenomenon.Therefore,we can put forwad with system,background and discourse,as three dialecitive dimensions,which is the elements that form the logic of visit and letters.System is the first aspect in that system is set by the 'up to down' by the CCP and state in which visit and letters can be seen as the common phenomenon in long term.In domestic context,the system is apparent in letters commands by leaders,strategies by conferencces,and laws of state council.The study will be separated from traps of microscopic way,and expressions,answers and arrangement is based on state building and total system.It is background that is the realistic basis of evolution,which can be taken as the real carrier of system evolution and the background of visit and letters.In the perspective of historical institutionalism,the background can not only be restricted in current context of 21st century,while the evolution in time and space should be taken into consideration.Discourse is the word that parrallels with study of tradition and the context,and discourse is the core in logic of governance.The rule of discourse is on the back of system and formed in the evolution of background.The adgustment of discourse will also refrom the system and background.System is the hard back while background is the origin of evolution,and the discourse is the core to rely on,in which the logic of visit and letters in governance is apparent.The origin of logic is seen in set of system,basis of backgrond and core of discourse in people's work.The work of visit and letters is based on maturity of discourse in practice.In the logic of discourse,the background can be divided into the origin in the revolutionary regime,basis in the foundation of the CCP,both continuity and fracture since the reform and opening to the outside.The mode of'mobilization' is transformed into passive answer,which is the proof of fracture.Nowadays the debates are mainly in the path of transformation in visit and letters,values of 'expansion' and 'exclusion' have always drawn attention.Debates in system are rooted in discourse behind the system,and the detail is that whether people's work of totality to protect the people can be rooted in the procedure of the IT revolution and social transformation and be integrated into rule of law and Internet?The discription will finally make the theme of transformation clear which is to make the logic on the static background to be in line with system reform and evolution of background.Based on above,the whole dissertation can be divided in to nine parts.The first part is the introduction,and the second is the multiple dimensions of discourse of visit and letters,in which the basis of theory of historical institutionalism,state and discourse is put forward.The third is dating back to history of beginning of the logic,in which the study narrative the origin of discourse in revolutionary regime,route of governance and the set up of system in the foundation of the PRC.The forth is the continuity in which the existence of visit and letters is seen in the reset and development of work,the procedure of rule of law and Internet.The fifth is the fraction,in which study hold the opinion that fracture and division of system in evolution of background,complicated state in the IT revolution,and challenge to discourse in diversed values.Then the sixth is to illustrate the origin that is the cause of fraction,which is seen in the contradiction between the systematic file and practice of governance,diversed subjects and undefined affairs,failure of disourse in union of values.The seventh is to describe the debate which is 'expansion' in conflicts with rule of law,'exclusion' in failure of governance,and 'adjustment' in undefinite future and possibilites of governance failure.The eighth is to discuss the transformation and future that is to reform the logic in evolution of background,rule of law and tradition of people's work.The last is addition,in which the whole routine of study is summarized and value of theme is estimated.
