The Practice Path And Internal Logic Of Grass-roots Governance Modernization In Urban China Under Co-building And Sharing Horizon

The Fifth Plenum of the 18 th Central Committee of the Communist Party of China proposed to "strengthen and innovate social management,promote refinement of social management,and build the co-construction and sharing of social governance structure".This idea provides a direction for China's grass-roots governance from two aspects.On the one hand,the ruling party and the government top planning cannot be ignored,in the reformation logic.It means social self-government power needs to be supported by the ruling party and the government,and the western discourse of trap need to be alert,like " return power to the society".On the other hand,we should bring “Benefaction to People” index into the evaluation system of grass-roots social governance innovation.When we evaluate social governance innovation,we should pay attention to analyse the level and quality of public service.Fundamentally,the co-building and sharing structure of social governance means that we should fully tap the subjective factors which are helpful to improve the quality of social governance.And we should build effective mechanism to realize the linkage among governance subjects,therefore,on the dimension of "co-building" to achieve collaborative governance.Furthermore,the sharing structure of social governance means regarding the all-round development of the people and enhancing people's sense of gain as the purpose of the social governance innovation.It means focusing on the benefit of the people and improving the people'ssense of gain through the "common construction" and " common share".For the study of Chinese civil society and national democratic governance transformation,western scholars are trying to analyze how multi-dimensional social benefits influence on governance process,and explore the logic of latent balance and transference in power of state – society by utilizing the social transformation and its governance dilemma through comprehensive market-oriented reform.But this kind of research has its western values which can't explain internal logic scientifically and reasonably of China's political party-state-social relations change launched by marketization.Being different from the western academia focusing on "social selfish departmentalism",the domestic academia premises the modernization of Chinese grass-roots governance logic on the belief of "adhering to the leadership of the party" and "progressive and structural reform path",which are two basic principles.On the one hand,after the reform and opening up,China's grass-roots governance changed from unitary dominance to the pluralistic interaction.The change is the interaction between subjective elements,and the same thing is the party and the government leadership and dominance.On the other hand,China's modernization of grass-roots governance is in a progressive,structural reform path,whose main clue is putting the mature social organization into the structure of social governance,and making it undertake the transferred function of government in order to improve the quality of public service.It means that a kind of "cooperative" rather than "adversary" structure relations are building among the grass-roots organizations of the Chinese Communist Party,the grass-roots government,social organizations and other grass-roots governance bodies.The important discussion of National congress of the Chinese Communist Party 16 th,17th,18 th times for grass-roots governance all showed the internal logic.Through the domestic and foreign research,this study suggest that on the analysis of China's Grass-roots Governance system and modernization of governance ability,weshould give accurate answers to three macro guidance problems.Firstly,from an angle of constructive attitude,how to look at all sorts of subjective elements of resources of China's grass-roots governance,especially how to realize the relationship and interactive way between Chinese Communist Party organizations at the grass-roots and other governance bodies.Secondly,in what kind of logic premise are the party and the government decentralizing and returning social rights,then,whether or not the reform logic can fundamentally change the existing situation of China's grass-roots governance.Thirdly,in what kind of space and limit,will the ruling party and the government allow the social forces to behalf the citizens' right to be heard and reflect the appeal.To answer the above macro problems scientifically,on the one hand,we should not tailor the Chinese reality based on the experience of western grass-roots governance,in other words,we should give an accurate analysis of structural strength and power network and interaction structure in China's grass-roots social governance.On the other hand,China's ruling party and government are making contribution to develop and trust society,rather than have a narrow paranoid thinking that the Chinese government release the social space not for social autonomy power,but for a structural adjustment for better controlling society and maintaining political stability.The study of the pearl-river delta region found that since the reform and opening up,the basic characteristics of modernization of Chinese grass-roots governance are embodied in five aspects.First of all,we should improve the system,and the core leadership role of grass-roots party organizations can't be ignored.Secondly,we should explore the new thinking of grass-roots governance grids,and promote the refinement of grass-roots social governance.Thirdly,we need constantly improve the methods of serving people to help residents happier.Fourthly,we need transform the mode of grass-roots governance and lead the grass-roots autonomy.Fifthly,we have to pay attention to foster the development of social organizations at the grass-roots level,andmulti-build grass-roots social governance ecology.Certainly,we should know that currently the engagement of Chinese grass-roots governance system and "sharing" grass-roots governance pattern remains to be improved.The system of urban grass-roots governance mechanism doesn't go well,and does not adapt to the development situation of urban grass-roots governance.Mechanism and approach at the primary level lack of innovation,and the range of service is narrow.The ability of integrating all kinds of resources of grass-roots party organizations is insufficient,and the guiding role at the community autonomy should be further enhanced.The overall quality of workers in grass-roots party does not match with assignment of grass-roots governance in the new situation.Fundamentally speaking,because the traditional "closed and vertically integrated" pattern of urban grass-roots governance is not adapt to the changing tendency of political parties,the relationship between the state and society triggered by market-oriented reform.In recent years,the fundamental changes have taken place in urban spatial pattern driven by the urban expansion and urban transformation.In addition,the wave of market-oriented reform makes a large number of floating population go to the city and accelerate city residents‘ flow,which completely changed the traditional "acquaintances society" state.Rupture of Interest bond,low trust in community and lack of cooperation system caused the alienation in grass-roots society and increased trouble in the urban grass-roots governance.Specifically speaking,it is because that the understanding of the importance of grass-roots party construction is not enough,the leading system is not perfect and the grass-roots party organizations lack authority,the mechanism in grass-roots governance is not smooth,and co-construction activities are too casual,and lack of effective activity carrier in grass-roots governance,and service method updates too slow,etc.Based on these conditions,to promote China's modernization of urban grass-roots governance under the co-construction and sharing pattern needs to focus on thefollowing six aspects.Firstly,straighten out the relationship of power,and perfect the organization system.Improve the institution of all-regional party leadership.Pay attention to the flattening construction of grass-roots party.Straighten out tiao-kuai relation to enhance coordinate capacity.Secondly,improve the working mechanism,and innovate work methods.Standardize the procedures of discussing official business,and promote democratic and scientific decision-making.Set up studio to know public opinions and how people are faring,and pay attention to feedback.Innovate new methods,and get in touch with people directly.Thirdly,do a good job in grid management,and tamp down on governance foundation.On the one hand,speed up the construction of linkage mechanism of urban grid management at the grass-roots level.On the other hand,actively lead social organizations to participate in the construction of grass-roots grid management.Additionally,actively promote the development of the "Internet + grid governance".Fourthly,anticipate the democracy at the grass-roots level,and push on self-government in grass-roots.Clarify the principle and requirement of opening of the party affairs and government affairs at the grass-roots,and improve the system of the publicity.Then,explore grass-roots "micro-autonomy",and promote the transformation and upgrading of democracy governance at the grass-roots level.Finally,develop deliberative democracy at the grass-roots level,and break the traditional leadership management from top to down.Fifthly,strengthen the cadres' management,and improve service ability.Supplement contingent of grass-roots cadres with talents.Improve the incentive and guarantee mechanism of grass-roots cadres.Normalize the way of educational administration in Grass-roots cadres.Sixthly,strengthen information construction,and govern wisely.Extend grass-roots management informationization to important work,and build Grass-roots service engineering.Build information platform of grass-roots management,and promote scientific management.Build fingertips "government affairs hall",and promote precision service levels in grass-rootsgovernance.
