Research On The 21^st Century Major Power Relations Between China And America

From the establishment of diplomatic relations Between China and America,the relations have experienced torturous process.At the end of the cold war,the two countries developed constructive strategic partnership,constructive partnership,positive,cooperative and comprehensive relations.President Xi Jinping proposed in2013 that China and the United States Should build a new type of major power relation which is characterized by no conflict and confrontation,mutual respect,cooperation and win-win.Under the background of international system transition and China's rising,as the new emerging country and the established country,how can they get along with each other,becomes the focus of international society.It would be a disaster for the world if the two countries confronted with each other.Rather,cooperation and win-win is not only the trend of the world,but also the right choice of China and the United States.The task which in front of China and the United States is stepping over Thucydides Trap and building a new type of major power relations.The first chapter has discussed that relations between the two countries has entered a new age.In the 21 st century,as the change of international balance of power,international system is now in the historical stage of transition.A batch of new emerging countries rise and their status and influence is rising.The United States and European countries has experienced the financial crisis in 2008 and drop in leading role as well as in influence.As the rising of China,it performs as a responsible major power stepping onto the world stage.China,as an emerging power,has become a challenge for the United States.China and the United States are now facing the problem of conflict and confrontation,or toward the way of cooperation and win-win.It is the historical choice for both the countries that they should adjust to the trend of peace,development,cooperation,and win-win,build a new type of major power relations.The second chapter has expounded American diplomatic tradition and its foreign polices toward China.There two tendencies in the diplomatic tradition,namely realism and idealism.In the most part of its diplomatic practice,the United States has been making the balance between them.Foreign policy of the United States is a combinationof tradition and reality.Its foreign policy can not get rid of influence by diplomatic tradition.Interest group and partisan politics is big character of the United States.It has influence on America's foreign policy toward China.American major power hegemony policy is the foundation of its policies and the understanding of American foreign policy can not be parted from major power hegemony policy.During the period of Clinton,Bush and Obama,the United States has treated China as a competitor,a stakeholder and a strategic partner,implemented the policy of engagement and containment.As China rising,however,how to fix the relations between the two countries becomes the significant choice of president Trump.The third chapter has analyzed the peaceful development strategy of China and foreign policy toward the United States.After the cold war,China has conformed to the world trend of peace and development,switched to the construction of economy,and implemented the policy of reform and opening-up.China positively integrated into the international system,and became the participant,constructor and maintainer of the international system and order.China has established the path of peaceful development,committed to promoting a world order of equality,democracy,including and harmony.The United States is the superpower of the world and the most advanced country.It is China's strategic choice to develop a constructive partnership with the United States for its peaceful development and comprehensive rising.During the period of Jiang Zemin and Hu Jintao,China has followed the principle of making common ground while resolving differences,positively promoted dialogue and cooperation between China and the United States.President Xi has proposed the building of a new type of major power relations between the two countries.It presents China's strategic position of relations between China and the United States,indicates direction of cooperation and win-win for them.The fourth Chapter has expounded the issues and challenges faced by China and the United States.It is difficult for China and the United States to build a new type of major power relations in the 21 st century.There is the Thucydides Trap in front of rising power of China and established power of the United States.There are also structural differences between them,such as political system,ideology,history and culture.China and the United States also have the problems as the Taiwan region,economy and trade,security dilemma,cyber security and so on.In China's core interests such as the Taiwan region,East China Sea and South China Sea,the two countries have differences and disputers.How to improve mutual trust,resolve contradictions,manage differences and positively campaign strategic cooperation become an important real problem for the development of bilateral relations.The fifth chapter has analyzed the strategic choice for the two countries walktoward the way of cooperation and win-win.It is the presupposition for the two countries to build a new type of major power relation that they should step over Thucydides Trap and discard the so called law of great powers will be tyrants.Chinese wisdom can help to step over Thucydides Trap.The fundamental path for China and the United States to build a new type of major power relations is no conflict,no confrontation,mutual trust,cooperation and win-win.Both China and the United States should discard cold war mentality;deal with regional and global challenges together.They should expand interests in deep cooperation.There are differences in political system,ideology,history and culture traditions between the two countries.If they maintain the tradition of mutual trust,respect each other's political system and development path,following the principle of making common ground while resolving differences,they can promote the building of cooperative and win-win Sino-US relations.The maintain of good relations can not only benefit the two countries,but also help to promote world peace and development,as well as welfare of peoples of the world.
