The Positioning And Choices Of China's Peripheral Maritime Diplomacy

In the era of globalization,the ocean is the important geographic space in international relations research,and one of the main content of the coastal state's diplomatic activities.The China's peripheral maritime diplomacy is the fruit of the interaction between the ocean and diplomacy in the process of China's rise,and the product of interaction between the international environment and the China's domestic situation.After the Uncharted Waters,Nation states started to "toward the ocean",the relationship between people and sea gradually strengthened,the ocean problem presents a "diplomatic" trend.The positive and negative effects of the global maritime legal order provide the basis and catalyst for rise of ocean diplomacy.The rise of ocean diplomacy is also an important manifestation of diplomacy transformation to diversification,specialization and socialization in the era of globalization.China's surrounding maritime power structure,the adjustment of interest structure and the increase of marine non-traditional security threats provide the external impetus for the rise of China's peripheral ocean diplomacy.The historical evolution of China's oceanic thought,the strategic transformation from mainland to ocean and the adjustment of the surrounding diplomatic strategy are the internal driving of the rise of China's peripheral ocean diplomacy.China's peripheral ocean diplomacy should be based on China's interests,strength and macro-strategy as a reference system,and then implement scientific and rational,flexible and limited target setting.It is the main goal of China 's peripheral maritime diplomacy that maintain the stability and sovereignty of the surrounding ocean,promote peripheral marine cooperation and support,boost to shape the good surrounding ocean order.China's maritime diplomacy is mainly composed of maritime friendly diplomacy,ocean cooperation diplomacy and marine preventive diplomacy.It shows the characteristics of bilateral and multilateral parallelism,both official and civil,both induced and coercive.China's peripheral maritime diplomacy has achieved positive results in the strategic stop-loss of maritime rights and interests and the "two-track" promotion that are the return of the South China Sea issue and maritime cooperation.China's peripheral ocean diplomacy is faced with practical problems in the three dimensions of power structure,institutional process and conceptual trust.The power dilemma of China's surrounding maritime diplomacy comes from the checks and balances of American gunboat diplomacy,the containment of the East Asian sea poweralliance system,and the pressure of the Western ocean in the right to speak.Lack of ocean diplomacy,lack of marine legal system and "soft law" of ocean governance mechanism,complexity and unsustainability at the institutional level restricting China's peripheral maritime diplomacy.The distrust of ocean power outside the region and surrounding oceanic countries to China's sincerity of peace,navy power and maritime diplomacy intention will have a lot of negative effects,such as,Increasing misunderstanding and miscalculation,expanding the “enemy image”,and holding back the process of maritime cooperation.so it will hinder long-term maritime diplomacy in China.The future of China's peripheral ocean diplomacy should focus on solving the problem of "how to do" from the three levels of capacity building,strategic layout and promotion path.China's peripheral maritime diplomacy should focus on co-ordination,problem setting capacity,marine compulsory capacity the maritime law diplomacy capacity building.China's peripheral ocean diplomacy should be based on different sea power comparison and division,make a prioritized scientific layout,adhere to the principle of sea and sea co-ordination,the sea and sea linkage,the implementation of the steady sea of the Yellow Sea,and the South China Sea,the East China Sea and the extension of the Sea of the sea overseas diplomatic strategic layout.The construction of marine diplomatic system,the construction of new marine relations between China and the United States,and the construction of peripheral marine community should be the strategic focus of China's future maritime diplomacy.
