Study On Local Government's Performance Evaluation Methods On Precaution Of Mass Incidents Triggered By Land Expropriation(MITLE)

The precaution and performance evaluation of China's mass incidents triggered by land expropriation(it is abbreviated as MITLE hereinafter)is one of the important contents of social security governance.Under the impetus of national security strategy,local governments at all levels have been trying to intensify the MITLE precaution,improve the precaution level,and accelerate the formation of scientific performance evaluation system of land expropriation precaution,so that harmonious development can be achieved of economic growth,social stability and the protection of rights and interests of land-expropriated farmers.However,MITLE still happens from time to time in many regions,which not only reflects the level local governments' precaution of MITLE is low,but also highlights the difficulty to accurately measure precaution performance evaluation as well as other issues.This spontaneously raises questions:How to measure the performance of local governments' precaution of MITLE?What methods should be used to scientifically evaluate the government's precautionary behavior in the context of objective existing prevention performance?Whether the existing performance evaluation methods can precisely evaluate the performance of local governments' precaution of MITLE?To a great extent,the accomplishment of performance evaluation mission of local governments'precaution of MITLE is determined by the scientific and accurate application of the performance evaluation methods.In this background,this study carries out research about performance evaluation methods of the local government's precaution of MITLE.Firstly,this paper defines the related basic concepts,summarizes the basic theory,illustrates the practical application of them,and establishes the research sample of the performance evaluation methods.Secondly,analyzes the external environment and internal factors of performance evaluation system in MITLE prevention to support the research of performance evaluation methods.The external environment includes the institutional environment,the political environment,the economic environment and the cultural environment,the internal factors include the basic elements,the organizational elements and the decision-making elements of performance evaluation.Thirdly,embarks on the research from three aspects:the validity,robustness and applicability of the performance evaluation methods of MITLE precaution,and establishes measure model of validity,the metric model of robustness and the decision-making mode of applicability.Finally,makes empirical analysis on the validity,robustness and applicability of the methods,and puts forward the optimal strategy of the performance evaluation methods in MITLE prevention.The main conclusions are as follows:(1)The performance evaluation methods could be a tool to scientifically measure local governments' precaution performance of MITLE.Local governments' precaution performance evaluation of MITLE is a systematic project,which covers a wide range and complicated influential factors.The analysis of the influential factors of performance evaluation could provide specific object and environment to evaluation methods study.Firstly,the external environment of MITLE performance evaluation system is crucial to the behavior and performance evaluation activities of local governments' precaution of MITLE,which includes the institutional environment,the political environment,the economic environment and the cultural environment.Secondly,the internal elements of performance evaluation system of MITLE precaution should be identified.1)The basic elements of performance evaluation.The selection of subject,the determination of object and the establishment of evaluation index system are core contents of performance evaluation system arrangement.2)The organizational elements of performance evaluation.The uncertainty of organizational elements,organizational models and organizational leaders could exert an impact on the operation results of performance evaluation methods of MITLE precaution.3)The decision-making elements of performance evaluation.Different assessment objectives,time and outcome requirements would affect the choice of performance evaluation methods.(2)Measurement of the validity of performance evaluation methods of MITLE precaution.Firstly,this paper defines the validity of methods.The validity of methods refers to the degree of correlation between evaluation value and real value calculated by the local governments' precaution of MITLE.The smaller the deviation is,the better the validity of methods would be.Secondly,identify the deviation of performance evaluation results is fundamental to measure the validity of methods.This paper analyzes the pattern of manifestation,the formation mechanism and the deviation category of performance evaluation deviation.The performance evaluation deviation can be divided into exogenous deviation and exdogenous deviation.The exogenous deviation refers to deviation caused by impact on the subject and object of the performance evaluation exerted by its external environment,while the exdogenous deviation refers to deviation caused by the impact on the operation of the methods exerted by the mutual interaction of the subject and the object,the deficiency of the indicator system and the irregularity of the evaluation procedure throughout the evaluation.Finally,this study makes the Spearman's Rank Correlation Coefficient as measurement index of the validity of performance evaluation,establishes the measure model of the validity of performance evaluation methods of MITLE precaution,and clarifies the judgment criterion of the validity of the methods.(3)Measurement of the robustness of performance evaluation methods of MITLE precaution.Firstly,this paper defines the robustness of methods.The robustness of methods is,when the internal parameters or environmental parameters of performance evaluation system of MITLE precaution changes,the ability of the ranking results drawn by the performance evaluation methods of MITLE precaution to keep relatively stable.Then clarifies the analysis levels and steps of robustness of performance evaluation methods of MITLE precaution.Secondly,analyzes the internal parameters or environmental parameters of performance evaluation methods of MITLE precaution and controlled the variation rule of the parameters.Then selects Kendall's coefficient of concordance as the measure index of the robustness of performance evaluation methods,and determines the calculating method of metric index.Finally,establishes a measure model for robustness of MIITLE performance evaluation methods,clarifies the analyzing steps of the robustness of method under the change of the internal parameters and the environmental parameters,and observes the variation of metric value under the change of parameters to determine the judgment criterion of the robustness of methods.(4)Decision-making of the applicability of performance evaluation methods of MITLE precaution.Firstly,this paper defines the applicability of methods.The applicability of methods refers to the appropriate degree that evaluation method can be applied to the scenario of performance evaluation of MITLE precaution.Secondly,puts forward the research perspective of methods applicability of"scenario-method" matching method of performance evaluation,systematically summarizes various possible scenarios of local governments' precaution of MITLE performance evaluation,establishes 108 scenarios of the performance evaluation and select three typical performance evaluation scenarios.Finally,constructs the hybrid multi-attribute group decision-making model to sort the applicability of methods,and establishes evaluation index system of performance evaluation methods of MITLE precaution by using inductive deduction and questionnaire survey.On the basis of the implementation steps of the hybrid multi-attribute group decision-making model,the index information is processed,the expert evaluation information matrix is established,and the dominance degree of methods is calculated,eventually making decision on the applicability of performance evaluation methods.(5)Real case of performance evaluation methods of MITLE precaution.This article selects the local government of Xiangyang city in Hubei province as studying cases of performance evaluation methods of MITLE precaution and unfolds empirical study from validity,robustness and applicability of methods,thus obtaining the sorting results of the performance evaluation methods of MITLE precaution in 9 districts(counties and
