With the rapid development of China's economy and the acceleration of urbanization process,more and more land is needed for the expansion of urban scale and the development of rural construction,and the phenomenon of land acquisition and demolition in rural areas is becoming more and more common.In the process of rural land acquisition and demolition,when the interests of landless peasants are not satisfied,it often leads to mass incidents.The occurrence of such mass incidents restricts local economic development,threatens social stability,and is not conducive to the establishment of socialist belief in the rule of law,and has brought many adverse effects.At present,the collective incidents of land expropriation in rural areas are mainly manifested as mass petitions,blockade of state organs and vehicles,traffic jams and even beatings of government staff.At present,grassroots governments usually take active measures to deal with "land expropriation" mass incidents in rural areas,such as rapid response,strengthening leadership,understanding the demands of the masses,stabilizing the situation,restoring the production and life of the masses.With the support of emergency management theory and social conflict theory,this paper points out that most grass-roots governments often have some problems in dealing with rural "land expropriation" mass incidents,such as inadequate early warning of crisis,inappropriate response measures in the event,and neglect afterwards.Therefore,there is an urgent need to study measures and methods to strengthen the response to "land requisition" group incidents in rural areas.In view of the problems existing in dealing with collective incidents of land expropriation in rural areas,this paper makes an analysis of the causes.Including inadequate legal policies and insufficient propaganda of legal policies;imperfect interest appeal mechanism in rural areas,blocked interest appeal channels for landless farmers,and inefficient response to incidents;weak sense of purpose of serving the people of grass-roots government officials,weak comprehensive ability to deal with,backward and rigid ideological thinking,integrity and self-discipline consciousness to be strengthened.The functions of grass-roots governments are defective,the emergency response mechanism and department linkage mechanism are not perfect,the ability of information utilization and processing is insufficient,and the administrative behavior is not monitored,which is restricted by the limitations of farmers themselves.After analyzing and summarizing the causes of the problems existing in dealing with the collective incidents of land expropriation in rural areas,this paper explores the basic measures and suggestions to strengthen the response to such incidents.Including improving the relevant laws and regulations system of rural land expropriation,so that the response can be "legally based";from the perspective of landless farmers,effectively safeguard their legitimate rights and interests,do a good job in the resettlement of rural land expropriated people;smooth the channels of farmers' interests,enrich the ways of farmers' interests,improve the efficiency of response;the government to improve its own level of service,optimize the response.Administrative acts;to improve the legal level of farmers and other methods.Through the above countermeasures and suggestions,grassroots governments can get methodological guidance to strengthen the response to "land expropriation" group incidents in rural areas,and help promote grassroots governments to properly deal with such incidents.And it can improve the emergency management ability and service level of grass-roots government,safeguard the interests of the people,and promote the stable and harmonious development of economy and society.
