Structure And Movement:the Behavior Logic Of "ZhiShuZhiCun"

In contemporary China,with promoting deepen national governance system and management ability,rural governance is the base problem in the development of society.Since the ancient times,Village elite are the important support power of rural governance and rural development.However,this paper researched the village major elites from the stratification of the village elites.In order to clarify the village major elites’ generated logic and behavior choice,this paper extends the individual elite in the village and carries out the research in the form of portraits of village major elite(party branch secretary of village).The core question to be answered in this paper is:under the big background of social transformation and in the village context of post-tax-and-fee era,what about the state of village major elite?How did they integrate various resources to promote the rural development and rural governance?In this study,the X County of the central China region is chose as a study area,twelve party branch secretaries of village are selected as the typical cases.This paper borrowed "Actor-Structure"analysis framework as the analysis tool,and analyzed the initiative and motility of major elite of village.At the same time,to understand the village’s major elite’s governance code,the paper focused on how the actors adapt to or resist or reconstruct their own code of conduct in multiple social structure,and how to reshape the social structure.To study comprehensive the real state of governance shaped by the interaction between the village’s major elites and social structure,the paper described and analyzed the village’s major elites from the five aspects,such as how to build the connection between themselves and the development of village,the connection between peasants and market,the connection between village and state,the connection between peasants and village,the connection between themselves and their family.The conclusions of this paper are as follows:Firstly,the village’s major elite is the key linkage in rural governance,and it is also the important factor to promote the transformation of rural governance.Secondly,the village governance picture of village’s major elite is not simply formed by the interaction of state structure and village structure,but it is due to the combination of the state and village structure of longitudinal and family and market structure of transverse.Although the power of the four structures is not the same at all the events,even they may altogether form superposition effect or restriction effect,the four aspects are stable.Thirdly,the action of the village’s major elite may affect by structure,it also influenced by the expansion of their own autonomy.Then they will forge new village governance,and the village’s major elite’s action will change the direction,speed and degree of structural power.Fourthly,the village’s major elite is the mediation of crisscrossed integration structure.The village’s major elite is a kind of identity from the perspective of static,but whether it can adapt to various structural forces or not form the dynamic is the key for rural society to achieve good governance.
