In October,20 1 4,the 4th plenary session of the 18th conference of the Communist Party of China has made a blueprint for promoting the rule of law comprehensively,reviewed and passed "the decision of the Central Committee of Communist Party of China on several significant issues of promoting the rule of law comprehensively" and had proposed new ideas,new viewpoints,new conclusions and new demands for the first time such as insisting on the path of the rule of law with Chinese characteristics,implementing the theory of the rule of law with Chinese characteristics,building the system of the rule of law with Chinese characteristics,turning a new leaf of the rule of law in China.It is both a significant theoretical issue as well as a significant practical issue to insist on and to develop the rule of law with Chinese characteristics.Therefore,it is of great significance in theory and practice to discuss the formation of the theory and its educational issues.This paper targets the "researching the process of establishment and development of the theory of rule of law with Chinese characteristics and its basic features,developing scientific system of the theory of the rule of law with Chinese characteristics,revealing its significance,exploring the educational system of the rule of law with Chinese characteristics,providing academic support for innovating the educational system of the rule of law with Chinese characteristics",and discusses some outstanding problems in the development,providing the realistic pathway for enriching the theoretical education of the rule of law with Chinese characteristics,and gives full play to the political advisor role of this research by offering advice on enriching the theory of the rule of law with Chinese characteristics.This paper can be divided into three layers:The first layer included the first chapter,maps out the boundary of the theory of rule of law with Chinese characteristics based on the dual dimension of connotation of the theory of rule of law with Chinese characteristics and the basis of it.This part marks the starting point of this paper,as well as the boundary of the research.The second layer includes the second chapter and the third chapter.It elucidates the historical development of the theory of rule of law with Chinese characteristics from three events in three periods:the party's preliminary exploration during the neo-democratic revolution,chairman Mao's deliberation after the foundation of the PRC,profound lessons from the cultural revolution;it discusses preliminary foundation of the theory of rule of law with Chinese characteristics from four parts:the idea of seeking truth from facts and the idea of rule of law from Deng Xiaoping,the Three Representatives and Jiang Zemin's idea of rule of law,the outlook of scientific development and Hu Jintao's idea of rule of law,the four overall advance and Xi Jinping's idea of rule of law.This part clarifies the historical development perspective of this paper.The third layer includes the fourth chapter,the fifth chapter,the sixth chapter and the seventh chapter.It mainly deals with the academic analysis and innovation of the education system of the theory of rule of law with Chinese characteristics from four dimensions:the main content system of the rule of law with Chinese characteristics,the main feature of the establishment and development of the rule of law with Chinese characteristics,the great value and historic contribution of it and the educational research of it.This paper includes the following main points:taking the road of rule of law with Chinese characteristics and building a socialist country is the general goal of the theory of socialist rule of law with Chinese characteristics;The main contents of the theory of socialist rule of law with Chinese characteristics from five aspects,such as adhere to the leadership of the communist party of China,adhere to people's main body status,adhere to equality before the law,adhere to the rule of law and virtue,stick to the reality of China;The main features of the formation and development of the theory of socialist rule of law with Chinese characteristics are put forward:the formation and development in the process of combining with practice,the formation and development on the basis of summarizing the lessons of history,the formation and development of the rule of law in the international experience,the formation and development of the dialectical unity of inheritance and innovation.The historical contribution of the theory of socialist legal system with Chinese characteristics is analyzed from three aspects:to promote the innovation of Marx's theory of the rule of law,enrich the theoretical system of socialism with Chinese characteristics,provide a program of action for the construction of the rule of law in China;The important value of the theory of socialist rule of law with Chinese characteristics includes:has opened up a new road to the rule of law in line with China's basic national conditions,changed the new style of the working class party in power,to guarantee the healthy development of the socialist market economy,has laid a solid foundation for long-term peace and stability in the country,promote the process of rule of law in the world;The last,education of the rule of law theory of socialism with Chinese characteristics is explained from three dimensions:the strategic significance of the education of the rule of law in the socialist legal system with Chinese characteristics,the problems and difficulties,the basic system conception.This part involves the most important theory demonstration and theory innovation.
