Organizational Connection:A Modern Stride Of Rural Governance In Taiwan

Social modernization,a transferring procedure of social structure where structural unbalance and disorder happened would cause social governance crisis,needs much organizing link to gather individuals support governance to make society run in order.The theory of social solidarity in social science presented that social governance called for social organization providing it with grouping foundation,where organizing link as a term refined in this paper,could be used to group up the dispersed individuals.To the society itself,it is good for social people to develop custom of cooperation,solidarity and public spirits.From the efficiency outside,the exist of link of several organizes where intensive grouping network has been used to enhance the expression and connection of interests,making modern governance system run well.This thesis analyzes the experience drawn from administrative process and system in Hu village,Changhua county,Taiwan from the perspective of peasants' organizational dilemma in the process of modernization in the management of countryside,and thus conclude their connective function in the process of modernization,at the same time,states the connective function of administration,politics,society and market.First comes the administrative part.The thesis discuses Hu village's function and its administrative style from the angle of county office,civilian class,construction class and county cadres.The conclusion could be drawn from the study that administrative organization connects the government and grass-root society through inputting public service to countryside,which is reflected as a connective structure.The connective function of administrative organizations speaks in the cooperative network between them and counties.Secondly,I researched the political links with organizations in Hu village,including village leader,grassroots political factions and representatives of villagers' congress.The link between politics and organizations would be helpful for interests integration,but also develops policitcal socialization,for the competitiveness of democratic governance and the dominance of interests.The politic-organization link turns democratic system into a standard of behavior by continuous political machinations,which helps individuals learn political skills,realize democracy and its operating mechanism,moreover,shows the importance of political process for safeguarding their interests.Finally,individuals are able to form groups to participate in politics and express their interests,instead of acting separately.The next part discusses the connections between society and organizations in the Hu village,consisting of the traditional social culture connections and the rising community organization connections.As a spiritual action,the folk religion plays an effective role in spiritual integration and psychological order in Hu village's governance.Meanwhile,the rising community organization connections shoulder a few responsibilities for constructions and administrations of village,which benefits the internal order of county's governance.The connections associates closely with external affairs,made up of religion,faith and community organizations,and also turns out to be an efficient channel for external forces permeating the village's society.Especially for political elections,social organizations represent the village's interests and political support,and therefore,being essential to the vitality of village society as a whole.The connective functions of market organizations in Hu village are also investigated by studying the effects of peasant associations and production-marketing groups on farmers economy.In modern market economy activities,farmers,taking risks and interests together with the organizations they founded,make the economic activities conductive to themselves as much as possible and also infected by the activities.Furthermore,the market organizations become a tool for expression of farmers'interests and benefits exchange with the political system,as a result of its relations with politics.In a market economy,the links between farmers' organizations and politics lead to the formation of peasant interest group according to different industry attributes,and as a member of this group,one has been aware of their rights and interests by democratic politics.Based on the above research,this paper argues that different types of organizational connection support the modernization of Hu village governance.Organizational connection not only has the function of expressing and participating in the modernizational governance,but also the base of the organizational affiliation and the value concern which the individual recovered in the modern society.
