| Since the implementation of the rural revitalization strategy,with the rapid development of the rural economy,the quality of life of farmers has also been improving.At the same time,the environmental problems in rural areas have become more and more prominent,and more and more attention has been paid to them.The Three-year Action Plan for Rural Human Settlements Improvement was issued in2018,laying the foundation for the construction of beautiful villages in China and opening a new journey for rural human settlements governance.Environmental governance cannot be separated from government policy support.Government policies need to be publicized and carried out by village-level organizations.As the most grass-roots managers in China,village cadres are the bridge connecting rural society and grass-roots governments,and play a major role in the environmental governance work of grass-roots governments.When village organizations carry out environmental governance work,how to effectively implement superior policies,how to mobilize the public to cooperate,how to mediate work disputes,and so on,these issues are worth further exploration.Using public goods theory and field theory,this paper adopts qualitative research methods,and studies the behavior of the village’s environmental remediation participants,especially village-level organizations,on the basis of field research on the relevant work of human settlement environment improvement in G village.First,the interview method and field investigation method were used to analyze the types,causes and effects and characteristics of environmental pollution in village G,as well as the contradictions faced by village-level organizations in the governance of human settlements,the contradiction between environmental remediation policies and grassroots governance actions,the grassroots government’s emphasis on environmental remediation goals and ignoring actual results,and the weak sense of participation of villagers.Second,their behavior at different times also has different characteristics,mainly manifested as: differential response,selective action in the embryonic development of environmental remediation;Checking talents,surprise operations;The characteristics of symbolic action in the deepening period of environmental remediation are: active publicity and creating an atmosphere;Lead by example and demonstrate supervision;The use of strategies,the characteristics of the policy.In the period of improvement of environmental remediation,there are:overcoming difficulties and providing solutions for the people;Take advantage of village rules,institutional constraints and other features.Fourth,the formation mechanism of village-level organizational behavior is analyzed,which is attributed to the requirement of dual agency roles,the administrative trend of village-level organizations,the extension of the formal bureaucratic system,the pressure from assessment,the pressure of rural relationship networks,and the formation of rural individualization.Finally,relevant suggestions are given according to the real situation of the survey,namely,changing the role of village cadres,improving the treatment of village cadres,and strengthening performance appraisal.It is hoped that it can provide reference significance for the development of village-level undertakings. |
