Putin's Political Reform And Its Impact Research

Since 2000, Russia has moved into a new era, the Putin Era. Russia has developed a series of political reforms under the guidance of Putin’s governing conceptions and reform thoughts. Putin’s political reforms have a huge impact on Russia’s political development and the transformation of the whole country. By making a systemic in-depth study on the Putin’s political reforms, we will be better to master the status and future direction of Russia’s political reforms and development, to explore the various political reform paths that different countries take, to expand and enrich the political theories, especially those theories relating to political development and transformation, and to improve the real value of the intense connection between political practice and theoretical research.By making comprehensive analysis on previous study results and references, by reading documental materials, by connecting history and reality studies, by doing comparative study, I study on Russia’s political reforms in the Putin Era. In this thesis,there are an Introduction and six chapters. In this thesis, I elaborate on the background,evolution and main content of Putin’s political reform,I summarize Putin’s thoughts and theories on the reform, I analyze the influence and limitations of the reform, and finally I evaluate the experience and enlightenment of the reform.Comparing with the previous research results, my study has obtained such achievements as followed: Firstly, by analyzing the Russia’s New Thought, the Putinism,and the Authoritarianism, by elaborating Putin’s thoughts and theories of political reform, I have demonstrated that the Political Authoritarianism is the realistic choice of Putin’s political reform; Secondly, in this thesis, I elaborate the evolution and main measures respectively in three different periods: Putin’s first eight-year ruling as the President,Putin’s cooperative ruling with President Medvedev as the Prime Minister, and when Putin was re-elected President again, what we call New Putin Era. It should be pointed out that,there is very little relative academic study on Russia’s political reform in the New Putin Era currently. However,it’s an important issue for the study on Russia’s political development prospect; Thirdly, in this thesis, by studying the multiple impacts of Putin’s political reform. I demonstrate its positive affect on Russia’s political development, I analyze the negative influence made by some specific measures, and I summarize the limitations of Putin’s political reform. All of the above will further enrich and expand the academic study on Putin’s political reform.In this thesis, I point out that, during that three periods, Putin’s political reform has gone through four stages: Establishing, Enhancing, Transiting and Penetrating. Putin has practiced a series of reforms on Russia’s federal system, on multi-party system, on parliamentary system, on judicial system, and on administrative system. Putin has ended the political interventions by the oligarchs. Putin has tried to reduce the corruption in the government. Although the reform measures in the certain field could be continued in continuous period, due to the changing of situation and conditions, the focus and specific measures of Putin’s political reform will keep being adjusted constantly.In this thesis, I point out that, improved by Putin’s political reform, Russia has reached a relatively stable political situation. Russia selected a specific path leading to democracy with its own characteristics. Russia’s party politics is developing towards the institutionalization and standardization. The construction of Russia’s civil society is speeding up. Russia has regained its great country status. The entire mentioned above are the positive impacts of Putin’s political reform. However, we should admit that, due to the restrictions of Russian traditional political culture, and influenced by some institutional defects, such as the Super Presidential System, there are many negative effects produced by Putin’s reform measures. There are many difficulties and problems to be resolved for Russia’s future democracy developing, even more complicated and variable.The study on Putin’s political reform and its impacts inspires us that, the democratic political construction needs many corresponding material conditions. Due to the political reform and development are interdependent with the economic reform and development,a relatively stable and healthy political ecological environment can be provided for economic developing by pushing forward political reform when practicing economic reform. Democracy is the core objective of political development. To accomplish the development of democracy, political reform should provide necessary conditions such as political stability, political efficiency and political development. Political reform and development need to be supported by corresponding political culture. Practicing political reforms should not ignore taking advantage of the traditional political culture,especially should not ignore inheriting and innovating the excellent political culture. The development of the civil society provides important basis for the political reform and development. It’s very important to focus on civil society building, to improve the quality of citizens, to strengthen the civic education. In a word, the political reform will not succeed unless practicing in accordance with its own situation. However, any radical reform ignoring its own situation will not gain good results.
