Development issues are major global issues.As the world's largest multilateral development agency,the World Bank has always taken poverty reduction as its core purpose and has an important influence on global development issues.Since the World Bank proposed new strategic goals in 2013,its international development assistance has been more oriented towards reforming the administrative and civil service systems of developing countries,and there are few decentralization and legal reform projects.From the perspective of political democracy,through the establishment of social accountability in the public sector and the participation of citizens in political participation,the loans of the “Public Administration,Law and Justice” sector have effectively promoted the expansion of democratic political culture and democratic ideas in recipient countries.At the same time,through the establishment of effective supervision mechanisms in the recipient countries,the establishment of a decentralized power system,to provide a good institutional environment for the domestic political democratization process.From the perspective of political reform,the use of the Bank's advantages in experience,technology,and resources has directly promoted the establishment and improvement of the administrative and judicial systems in developing countries,and reduced the structural risk of political corruption by strengthening internal and external supervision of the system..Nevertheless,the sector's lending overemphasizes the constraints on government power and encourages the development of the private sector,which sometimes leads to worsening domestic political corruption in recipient countries.
