Modern geopolitical theory originated from the West, thinking natural geographical and social environment of a country has essential impact for its behavior pattern. At present, there are mainly three types of geopolitical theory: the theory of sea power, the theory of land power and the theory of rim land, having split views on the relation of land and sea with a strong antagonistic thinking. But,in fact, there is a strong linkage between land and sea.Sovereign countries are all over the world today, economic interdependence is increasingly closer, traffic tools are innovated, which provide good condition for synergy between land and sea.Land and sea are associated rather than divided, meaning that one side's change will lead to the other side corresponding change, which in particular has triple meanings: facts, ideas and policies.First of all,the nature and the human society exists between the land and sea.Secondly, the human society gradually realize the fact of harmony on land and sea.Thirdly, the states make strategy and policy under the facts and ideas.Natural geographical environment determines the civilization of the nature.Civilization, once generated, can work independently.Nature and civilization together determine nation's nature and behavior patterns. Now the nation states can be divided into three types: continental nations, nations with both, and completely sea nations(island).Indo-pacific region on the natural geography,self-contained and not closed,is connected with other areas as an open area. The region has both the mainland and the ocean, even broken zone.Civilizations in this area are very diverse and inclusive.India and other countries, rising at the same time, make the region important in the field of international politics.China and India,as rising nations at the same time,in this region is in a situation of frequent interaction. The two countries belong to the national of land main and sea auxiliary type.Land has a decisive role for China, sea has an auxiliary position. As increasingly importance to the development of China in the Indian Ocean,China in the Indian Ocean region's main goal is to reach common development.China will promote mutually benefits and undertake international obligations to match the power at thesame time.In specific actions,China helps some nations to improve their port facilities,at the same time, promotes trade with the Indian Ocean region. In the face of traditional and non-traditional security threats in the region, the Chinese attempts to participate in multilateral mechanisms in this area,at the same time, gives a lot of assistance unilaterally.China's development in the region and maintain safe operation will make the Indian Ocean region as China's further development space.India and East Asia is close related by historical tradition, having important influence on the interactive relationship of India and China. The economy is one of the main content to go east. And military strategy and action are to eliminate or balance its imagined threats,in order to ensure India's economy development, while India itself has no intention of hegemony in the Asia-pacific region. In Indo-pacific region, strategic interaction between the two countries is influenced by the third-party factors, such as the United States,Australia and Japan. The United States,Australia and Japan in China-India strategic interaction play different roles. The United States have both positive and negative effects, mainly negative effect;Australia's positive effect is relatively obvious;Japan's role is almost entirely negative. The BCIM plan, the Maritime Silk Road in the 21 st Century and the India's Monsoon Project are the main interaction events.Economic linkage between China and India becomes one of the most important contents in the interaction between the two countries, promoting political, security, and culture relations.Based on this, the nature of Sino-Indian relations is collaborative but with potential adverse factors at the same time.In the future,China should vigorously strengthen the economic ties with India to promote the further cooperation. At the same time,China should also respect India's position in the Indian Ocean to avoid confrontation so as to expand security and political linkage and achieve the overall linkage between China and India in the Indo-pacific region.
