| Generally,the development of international relations can be divided into three stage: natural relations of ancient times,economic relations of modern times and technology relations of contemporary stage.Technology is a kind of relationship between people and the external world.If the civil technology reflects the relationship between man and nature,then the military technology reflects the relationship between man and man,group and group,country and country.Or we can say as a core of the external factors,International Relations has a decisive influence on the development of modern military technology.International relations influences the research project,development progress,equipment size and combat applications of military technology.This paper takes the development and deployment of Chinese nuclear weapons program before 1972 as a case.With a large number of official documents,academic texts,oral history,memoirs and historical archives from Foreign Relations of the United States,the State Department,the National Security Council,the Joint Chiefs of Staff,the National Defense Department and the Central Intelligence Agency,this paper analyzes how International Relations affects Chinese nuclear weapon project.The full text content is divided into six chapters,and the second chapter to the fifth chapter is the main part of the paper.It selectively analyzes an important philosophical proposition that the essence of the military technology is international relations.It will deepen the study of technology and society,and enhance the historical study of Chinese nuclear weapons.The second chapter focuses on the relationship between China's nuclear weapons program and the international politics,and expounds the reasons why China develops nuclear weapons in the social conditions of economic and industrial backwardness.The study believes that the emergence of the nuclear era changed the strategic perspective of China's decision makers,the international security environment gave birth to the political needs of China's development of nuclear weapons,the construction of national identity strengthened the psychological motivation,and the international exchange of technology enhanced the possibility of China's research and development.The third chapter discuss how the cold war situation affected the research and development progress of Chinese nuclear weapon project.It analyzes the blackmail and threats from the United States,the nuclear cooperation interruption of Soviet Union and China,the rupture of The Sino-Soviet Relations and China's response.In this period,the international relations acted as an independent variable affected the research and development progress of Chinese nuclear weapons project.On one hand,the type of international relations affected the transfer of nuclear technology,the transformation of International Relations delayed the early development of Chinese atomic bomb;On the other hand,international politics had become the motivation and binding force of Chinese nuclear weapons project.From the perspective of the reverse interaction force China's nuclear weapons program in this period had affected the Chinese policy of United States and the Soviet Union.Nuclear weapons had become a tool to balance the Triangle relationship of the three countries.The key decisions and events in the international politics have a great influence on the development of technology,and have the effect on the international relations.The fourth chapter starting from China's nuclear weapons equipment scale of this period,discusses the reasons why China choose to develop "moderate" and "enough" nuclear arsenal in the prevailing political conditions.This chapter firstly elaborates the causes of Chinese limited nuclear test with analyzing 3 times landmark nuclear test in this period,and then describes Chinese relative equilibrium strategy with expatiating Chinese ballistic missile,finally discussing the he influence of China's nuclear weapons on the international politics morphology.The research shows that Chinese nuclear weapons e scale,equipment type,deployment and other countries cognitions and judgments towards China's nuclear arsenal are all affected by the interaction between international politics and international strategic situation.Also,Chinese nuclear weapons itself is a driving force of the international system.The fifth chapter focuses on Chinese nuclear weapons combat principle(Chinese nuclear strategy).From the perspectives of history,reality and China's overall responsibility for world peace,this research elaborates production,application and the influence of self-defense strategy.This paper believes that the formulation of Chinese nuclear strategy is influenced by multiple factors,which include the national strategic tradition,the recognition of the international political pattern,the position of the national identity,the pursuit of the national image and the recognition of home country's influence and function of in the world political system.Self-defense is the fundamental characteristics of Chinese nuclear strategy,which makes China has become a positive force in maintaining the international nuclear peace.Of course,Marx's theory of science and technology has never been a single determinism.International Relations has a decisive influence on the development of modern military technology,and military technology in turn,affects international relations.Demand driven and technical promoting are dynamic,and also complementary.Project Establishment,development speed,equipment size and operational applications of military technology have been affected by the international relations,at the same time,these military technologies have become the elements of the reforming of the international political system,which affects the strength contrast,the security situation and diplomatic attitude of countries.Oriental mushroom cloud rising in the international relations improves Chinese international status,making China stands on the stage of international relations as a no sleeping lion. |
