Research On Multiple Synergy Supervision Of Social Organizations Under The "Internet Plus" Background

Social organizations are the main operation subjects of public welfare.Therefore,whether public welfare can develop in a long term,the credibility of social organizations plays a key role.However,in recent years,scandals frequently occurred in the public welfare area,what not only make the public welfare undertakings of our country face an unprecedented crisis of trust but also reflect the disadvantages in the supervision.Under the current background of "Internet plus",the national public welfare culture is gradually formed.Great changes have taken place in initiator,participation,publicity platform and donations etc.Therefore we should pay more attention on strengthening the supervision and management of social organizations in the background of "Internet plus".The study used the responsive regulatory theory as the theoretical framework,took social organization supervision matters as the breakthrough point,analyzed the situation of social organizations in the internal governance,financial management,project management and information disclosure,in-depth discussed multi coordination supervision mode for domestic social organizations in the "Internet plus"background,and put forward the corresponding supervision strategies and means promoting social organizations.The purpose of this study is to improve the standardization and transparency of social organizations.We collected and analyzed 112 questionnaires,34 interviews and 13 experts rating sheets.In the process of research,the research method is based on the mixed research method,such as literature research,questionnaire survey,deep interview,Delphy method,entropy weight and case analysis.Quantitative and qualitative analysis methods are adopted.The current supervision status of social organizations in China exist many problems,such as lack of sound regulatory mechanism,strong supervision and clear supervision bodies,etc.There are still some problems to be solved in the process of internal governance,which are mainly manifested in the imperfect internal governance structure,the imperfect supervision and evaluation mechanism,the lack of professional talents,the imperfect laws and regulations,and the imperfect financial supervision laws and regulations.In the terms of fund raising,management and usage,self-regulation and supervision laws are not imperfect.The main external supervision body is absent and government role positions offset.In project management,the standardization level is not enough.The sustainable development mechanism is not perfect and the project evaluation mechanism is not sane.In the information disclosure,the transparency of information is low and information public openness lacks unified standards.The main body of information disclosure and the restraint mechanism is not perfect.For the above questions,we adopts the entropy weight method and the Delphi method combining the actual situation to extract the diversified and cooperative supervision mode suitable for local social organizations.In the process of internal governance,the multiple cooperative supervision modes include the following major regulatory bodies(self-regulation,the public and the third party organizations),the specialization and standardization of the internal management,and a variety of methods and strategies promoting internal governance.In the process of fund management,the social organizations should integrate the four elements of government,the public,the third party organizations and the donors to coordinate the supervision to promote the public transparency of funds.Social organizations should use the four elements of government,third party organizations,donors,industry supervision to achieve the goal of standardizing the social organization project,and further to improve the quality of public welfare projects and the realization of the social service ability.In the process of information disclosure,social organizations should coordinate supervision to improve the transparency of social organizations with comprehensive use of the government,third party organizations,media and donors.In future,social organization supervision should gradually change from passive to active under the "Internet plus" background.The government departments at all levels should perfect laws and regulations as soon as possible to promote the healthy development of social organizations.We should expand the policy with internet technology to promote the healthy,competitive and order development of social organizations and enhance their influence and credibility in the public.At present,the supervision of social organization has become a focal point in the fields of chines social organization research.The author carries out theoretical and practical research with certain policy reference value to domestic social organization supervision.The study may guide the professionalization and standardization of social organization operation,and design the top level system for the government.We provide some proposals guiding to build a social public welfare ecological chain.
