Research On Urban Grassroots Social Governance Innovation From The Perspective Of Supply-side Reform

At present,the reform of social governance in China is experiencing the period from one-dominant-government administration to five-in-one cooperation governance.With the proceding of economic supply-side sturcutre reform and social governance refinement strategy,the social subjects' demanding for higher quality social products and much more social participation opportunity is increasingly growing.As a result,it can be observed in all sectors that the imbalance between homogenized government-supply products and various social-demand is becoming increasingly apparent.Meanwhile,the much more social participation opportunity for various subjects is also in badly need.That's the reason why social governance supply-side structure reform shoule be carried out.The logical starting point of social governance supply-side structure reform(SGSSR)is the disequilibrium between diversified social demand and the centralized social supply.Refinement is the critical juncture of cross-subject research of social policy and supply-side structure,which share the logical developing path in theory-revelution,policy-making and reality-orientation.The social formation change and massive employment driven by the sharing economy bring about the economic base of social governance supply-side reform.The activation and exchange of surplus resources anchors the premise of SGSSR.The springing-up of Sharing Economy do help to realize the social reform's targets as following:1)the reductions in social products' marginal cost,transaction cost and invalid productivity;2)the decentralization of social supply;3)the compensation of formal institution's supply shortage;4)optimization of relation between diverse social subjectsFrom the perspective of supply-demand,the social policy-making historical period can be regarded as three stages:1)the integration of social supply-demand;2)Over-emphasisi on social demand government;3)social governance in both supply and demand.This historical is period characterized by three society transformation:1)from to omnipotent-control government to service-oriented limited government;3)from an unit person to a society person.At present,the main charatristics of ubran social governance in China can be summarized as following:1)the multi-subjects in social governance;2)the grass-root society autonomous rule;3)the abosultly leading role of grass-root CPC organization in social governance;4)negotiation and interaction cooperated-governance manner.After the The Third Plenary Session of the 18th CPC Central Committee,various practices of social governacne exploration,no matter success or failure,can been easily found in China urban grass-root society.The JINJIANG society governance in Chendu City is a positive reform,by contrast,and the pilot reform of social participation committee in Shanghai Free Trade Pilot Zone is a negiative one.This strongly-opposited two samples are counducted by entirely different academic theory as like as chalk and cheese.In the course of social governance supply-side reform,timlely introspection of theory and practice are in bad needed.1)The localized governance theory and grass-root society governance practice should be added;2)The government-achievement-driven and campaign-oriented governance should be eliminated.3)The institutional cost and expectational return shouble well-balanced,maintaining the authority power at present.4)The challenge of polarization caused by the atomizated individual and the emerging social subjects would bring about substitutional impulse to traditional social governance power.In general,with the deepening of social governance supply-side reform,the individual's dependence on traditional social supply would dramatically decreases.Meanwhile,the full flow of five-supply-element would greatly ehance indiviual's self-derternmination and mobility.With the up-rising of new social strata,representing by prosumer and product-generated community would play an increasingly important role in social supply and participation.It is convinced that the traditional manner of social organization and governance patter would experience the earth-shaking change.
