The small and medium enterprises(SMEs)in industry clusters need a long-term,large-scale,and multi-forms technical services due to the lack of independent technical,financial and innovative capacity,it thus needs a kind of technical service organization(STO)that can not only integrate existing technical resources but also introduce external technical information to provide services.The successful experience with private runs with official assisting in Dalian provides a model for the construction of STOs under the socialist market economic system.The technical service organization,in which private runs with official assisting(STOPROA),is a quasi-public organization with certain intermediary function built by capable private enterprise with governmental assisting in terms of financial support and policy guidance.STOPROA provides paid services for enterprises(SMEs mainly)with professional knowledge and experience.It plays a duel role of economic and social functions;STOPROA delegates the government to perform the public responsibility of providing public technological services and diffusing technical knowledge.It also aims to maximize the revenues while providing that service.The thesis focuses on the question that how the market organization(MO)affects the performance of PTSPPROA,with the basic assumption that market can play a better role in this type of organizations in terms of competitive advantages.The research findings can not only enrich the theory of collaborative innovation and competitive advantage,but also provide guidance for the consideration of various STOs and practical managerial implications for government.In the thesis,the market of STOPROA is divided by the nature of the different services from the perspective of market structure,including the monopolistic market which primarily provides public technical services and the competitive market which primarily provides private goods.The STOPROA,as private enterprise in nature,needs to possess two competitive advantages of cost leadership(CL)and technology leadership(TL),The CL can be achieved by governmental support and economy of scale,and the TL can be achieved by experience accumulation and organizational learning.The STOPROA's performance is made up of within the organization performance(WOP)and outside the organization performance(OOP).The performance's implementation mechanism is revealed theoretically under the MO through the government price control and subsidies or long-term maintenance of market balance and increasing market share by strengthening competitive advantage,increasing market share so that organizational performance can be achieved directly,and increasing the size of the organization to indirectly improve organizational performance.The relationships between market-oriented,competitive advantages and performance are explored with a typical single case study,and then a theoretical model is built up.The relationships are tested and analyzed comparatively,and the differences of MO impact on direct and indirect performance respectively,and the intermediary roles of competitive advantages of CL and TL are revealed.The research leads to the following conclusions.At first,the direct impact of monopolistic MO on both the performance of WOP and OOP is less than that of the competitive market orientation,and the competitive MO has a significant effect on the organizational performance of the organization.At second,the monopolistic MO and the competitive MO can only affect the performance of WOP through CL indirectly,and both MOs can affect OOP through CL and TL indirectly.Thirdly,the direct impact of monopoly MO on WOP is less than indirect impact.The direct impact of competitive MO on WOP is much greater than indirect impact.Monopolistic MO and competitive MO have a greater direct impact on OOP than indirect influences.And the overall impact on organizational performance is also the monopolistic MO less than the competitive MO.
