With the deepening of China's reform and opening up,the concept and methods of performance management are gradually used in government management.However,in recent years,the theory and practice of performance management in China mainly focus on the performance evaluation of local governments at the macro level,and seldom involve the performance management of government components at the meso level and the individual performance management of civil servants at the micro level.In 2014,the State Administration of Taxation carried out performance management from top to bottom according to the strategic plan of the Party Central Committee and the State Council.Under this background and on the basis of previous performance management pilot projects,Heyuan Tax Service,State Administration of Taxation has further promoted performance management.By establishing and improving the system,decomposing indicator at all levels and relying on information systems,it has formed a management pattern of "horizontal to side,vertical to end,task to post,responsibility to person",established a connection between organizational performance and individual performance,and opened up a link from department performance evaluation at organizational level to civil servant performance management at individual level.The research on the convergence mechanism between organizational performance and individual performance will help to promote organizational performance and strengthen the management of civil servants.This paper uses literature analysis,questionnaires,interviews and other social science research methods to analyze and study the performance management carried out by Heyuan Tax Service,State Administration of Taxation,and constructs the convergence mechanism between organizational performance and individual performance.From the perspective of this convergence mechanism,this paper cuts into the government performance management research,and discusses how to realize seamless connection between organizational performance and individual performance in public management departments and how to generate positive two-way interaction between the two.Based on the analysis of the current defects and causes of the convergence mechanism between organizational performance and individual performance of Heyuan Tax Service,StateAdministration of Taxation,this paper puts forward some suggestions on strengthening the foundation of the convergence mechanism between organizational performance and individual performance,optimizing the design of the convergence mechanism between organizational performance and individual performance,and improving the level of performance management,so as to further optimize the convergence mechanism between organizational performance and individual performance of Heyuan Tax Service,State Administration of Taxation,and provide reference for the performance management of other government functional departments.
