The Behavior Choice Of Local Government And Its Effect When Facing With Policy Conflicts

In this paper,it deeply discussed the choice strategy of the local government and its logic from policy conflict perspective,which seems as ubiquitous policy scene in the process of local government policy implementation.It is believed that the public policy is the most important tool and means of the modern government to coordinate social interests.However,in policy system,there are conflicts between the overall policy arrangement and a specific policy,the chain of system policy and a policy link,policy top-level design and policy stratification docking,policy uniformity and policy difference,long-term policy and stage policy,policy instruments and policy objectives.That shows public policy as a means of conflict resolution is often in contradiction.Public policy conflicts are not only caused by the inherent obstacles of policy scientification,but also caused by the lack of resources in policy implementation.It is characterized that local governments often make a trade-off between different policies in order to make sure there is plenty of time,manpower,financial and material resources to implement their own policy preferences.In this paper,the basic logic of the approach is that it firstly makes a summary the existing research results on public policy conflict,local government behavior research and public policy execution research.Then,with the aid of "system-behavior"framework of new institutionalism in political science,it analyzes three aspects of the institutional basis,power rule,assessment of incentive system arrangement and policy style,which influence on behavior of local government.Surely,it also focuses on policy conflict itself as a special policy choice situation which acts on autonomy,legitimacy and effectiveness of local government behavior.After that,based on the summary of the local government behavior model,the paper has carried on empirical case studies under the policy conflict perspective.That has verified and analyzed behavior selection strategy and its logic of local government under different situations of policy conflict,and then further perfects the existing framework of government behavior patterns.Finally,according to the policy selection strategy of local government when facing with a conflict situation,"to the nearest type","contingency selection type"and "self-interest type",it deeply analyzes the policy crowding-out effects which are formed by different selection strategy of local government.That provides a variety of dimensions to deconstruct governance problems,such as weak implementation,mass incidents and performance project.In this paper,the theoretical innovations are that:Firstly,it deepens the study of policy conflict.It not only in the narrow sense defines the policy conflict,and with the empirical case study makes policy conflict as normative abstract interpretation to obtain the practice support,but also promotes "normality"and "universal"cognition on policy conflict from broad sense.Then it improves the applicability of policy conflict studies.Secondly,it summarizes and verifies behavior models of local government.The paper classifies current popular local government behavior patterns,"fiscal federalism","decentralization authoritarianism" and "response type as tactical doctrine".The analysis finds "response type as tactical doctrine" provides possibility to get "panoramic" explanation for choose logic of local governments.Thirdly,it preliminarily discusses on the crowding-out effect of local government policy choices,and points out its interconnectedness with government governance problems,such as weak implementation,mass incidents and performance project etc..
