The Local Government's Behavior Logic In National Policy Implementation

The effective implementation of the national policy is meaningful for the central government,it means that the central government achieves the goal of local adjustment and the authority of it is recognized by local society,although most national policies can be carried out smoothly by local governments,achieving the stated objectives of the policy.however,there are still some policies which have not been implemented or faced with the flexibility and selective implementation of local governments in the implementation process,failed to achieve the stated objectives of the policy.As the key actor in policy implementation,local government has important influence on policy implementation results,the theory of new institutionalism highlights that the action environment restricts the action selection,as a special subject,local government needs to face two environments and handle two relations,firstly,as a hierarchy of bureaucracy,local government is restricted by the central government and needs to deal with the relationship with the central government;secondly,local government is an important part of local social network,and its behavior choice will be affected by local influence and need to deal with the relationship with the local.the local government's two environments mean that the role and behavior of it will be constrained by both the central and the local government.Based on the fieldwork in F county,the study found that local governments will adopt different behavioral logic according to the fit between policy attribute and local social characteristics in national policy implementation,facing the development of new energy vehicle policies,the local government efforts to apply to the superior government for policy implementation and promotion locally,facing environmental protection policies,on the one hand,the local government cooperates with the superior government in implementing environmental protection policies,on the other hand,it continues to complain to the higher authorities and apply for mitigation and turn a blind eyes to violations of environmental policy,finally,it hinders the implementation of environmental policies locally.Facing the policy that the central government demands,the local government will comprehensively consider the strength of the policy,and the relationship between policy and local reality,if the policy matches local realities and implementing the policy will help address local problems,regardless of the size of the government's implementation of the policy,local government tends to play an active role as enforcers of policy,carrying out the policy with the enterprising spirit of "creating conditions without conditions",If the policy does not match the local reality,but higher authorities put a lot of pressure on policy enforcement,local governments tend to play the role of "shuang mian ren ",following the principle of "who is offended and who will not offend",on the one hand,local government cooperates with the superior government in implementing policies in accordance with the requirements,on the other hand,it acquiesces the stakeholders' transformation and hinders the implementation of the policy in the local area.
